- The Internal Revenue Service (IRS) Midstates Area Procurement Office intends to issue on a sole source basis with Reuters Loan Pricing Corporation for a quantity of 1 year database access to DealScan (Loan Connector) database of detailed terms and conditions on loan and bond transactions. The services required can only be performed Reuters Loan Pricing Corporation because they are the only vendor which provides information about actual agreements and terms to the extent and in a format which can be utilized by the IRS. The resulting purchase order will be for a one year period, with a period of performance from September 26, 2011 through September 25, 2012. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This synopsis is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 10:00 am (CST) on September 16, 2011. Faxed and e-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
