- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, IS UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314- Optical Instrument and Lens Manufacturing. This requirement will be competed as a small business set aside under the corresponding size standard of 500 employees. The Government anticipates the award of a firm-fixed-price purchase order to the offeror that offers the best value to the Government using the Lowest-Priced, Technically Acceptable method. The National Institute of Standards and Technology (NIST) has a requirement in the Physical Measurement lab- Mechanical Metrology division for a near infrared camera. It will be used in conjunction with IR lasers (at least one fixed and one tunable) and an IR optical frequency comb, over the wavelength range of approximately 1400 to 1600 nm. The need came about as we began using our comb and IR lasers near 1500 nm. There are two ways the camera will be used. The first is simply to visualize beam positions for purposes of set-up and alignment. However, the camera will be primarily used for a second application: to analyze spatial interference patterns (Fizeau interferometer) in both the visible and the IR, as a part of a project for multi-color interferometry. Here the primary constraints are the need for a reasonable resolution and low distortion to determine fringe position accurately, and good performance when viewing fringes under low-light IR illumination. Manual adjustment of operating parameters is needed to allow for experimentation in the best way to achieve good fringe visibility. There are no brand name specifications for this purchase.
