Description
This is a Notice of Intent to award a non-competitive contract to the National Emergency Management Association (NEMA), P.O. Box 11910, Lexington KY 40578. The National Homeland Security Consortium (Consortium) is a unique, one-of-a-kind group of key state and local organizations, elected officials, the private sector and others with roles and responsibilities for homeland security and all-hazards prevention, protection, preparedness, response and recovery activities. Participating organizations began meeting together in 2002 at NEMA's invitation. The Consortium is an outgrowth of those initial discussions regarding the need for enhanced communication and coordination between disciplines and levels of government. The Consortium is a recognized entity by the U.S. Department of Homeland Security and Federal Emergency Management Agency and works in partnership with other federal agencies on issues of common concern. The Consortium meets at least two times annually and shares information on a regular basis on issues of common interest. Subject matter experts within the Consortium are available as needed to provide input on national strategies, plans and policies impacting state and local governments. The mission of the Consortium is to: Provide a forum of key national organizations through effective communication, collaboration, and coordination that positively promotes national policies, strategies, practices and guidelines to preserve the public health, safety and security of the nation. The contractor (NEMA) provides support services to the Consortium including, but not limited to: •a. Hosting at least two annual meetings and other issue related meetings where Consortium members can share information and discuss common issues, educate themselves on key national policy and program issues, exchange best practices, and interface with federal partners. •b. Hosting monthly conference calls with the FEMA Preparedness Directorate and others to provide timely briefings and share information with the NHSC members. •c. Providing opportunities for the various disciplines within the Consortium to brief the group on their priority issues and needs in order to identify common issues and gaps in preparedness where the Consortium can provide support. •d. Participating in partner organization's national conferences, committee meetings or other forums to promote all hazards disaster preparedness and the need for enhanced national preparedness at all levels of government. •e. Maintaining a web page where information can be made accessible to Consortium members and other interested parties such as research, issue briefings, policy positions and white papers, best practices and lessons learned. F EMA requires these support services in order to facilitate emergency preparedness in case of a national emergency. Federal Emergency Management Agency (FEMA) determined that NEMA is very uniquely qualified to perform this work. Interested organizations may submit their capabilities and qualifications to provide these services via e-mail to Monique Matthews, no later than 3:00 PM, EST, Wednesday, September 21, 2011. E-mail address: monique.matthews@fema.dhs.gov. Capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This Notice of Intent is NOT a Request for Proposal (RFP) for competitive proposals.
