- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis a Sorvall RC6 Plus - Centrifuge from Fisher Scientific Company LLC, 4500 Turnberry Drive, Hanover Park, IL 60133-5491. This acquisition will be processed under the procedures for FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 333314 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The delivery date shall be 60 days from date of award. The Center for Cancer Research (CCR), National Cancer Institute has recently created a new laboratory to perform toxicological and toxicokinetic studies of xenobiotics. To conduct these studies, a floor model superspeed centrifuge is urgently needed in the laboratory. The centrifuge must be refrigerated, capable of operating multiple types of rotors for different laboratory applications, handle single sample volumes from 5 ml to 1 liter, spin samples up to 20,000 rpms, and meet safety standards for biocontainment and organic chemical use. The Sorvall RC6 Plus, manufactured by Thermo Scientific and distributed exclusively by Fisher Scientific possesses the capabilities and capacities required in the laboratory. This model is unique in that only rotors manufactured for Sorvall centrifuges can be used in this instrument. This is essential because there are many Sorvall rotors readily available on-site for shared use that are compatible with this model and are needed for the laboratory’s multiple and specific superspeed centrifuge needs. The purchase of any other manufacturer’s superspeed centrifuge would result in the concomitant purchase of a multitude of different rotors which could no longer be shared between various work groups within the organization. Accordingly, only the Sorvall RC6 Plus - Centrifuge fits the specific needs of the laboratory in the conduct of its studies and can be used for the mobilization of various rotors shared between work groups. Fisher Scientific Company LLC, as the sole distributor of the Sorvall model, is the only vendor that can provide this equipment.. This notice is not a request for a competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on September 14, 2011. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
