Description
This is a Notice of Intent to award a non-competitive contract to United South and Eastern Tribes, Inc., (USET), 711 Stewart's Ferry Pike, STE 100, Nashville, TN 37214. The Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents, directed the Secretary of Homeland Security to develop and administer the National Incident Management System (NIMS) The NIMS provides a consistent nationwide approach for Federal State and local governments to work effectively together to prepare for, respond to, and recover from all domestic man-made and natural incidents, but has particular application and importance when our Nation is confronted by a Chemical, Biological, Radiological/Nuclear, Explosive or combination event regardless of cause, size, or complexity. The overarching objective of the NIMS is to implement a comprehensive framework for managing both smaller scale emergencies and incidents of national significance. The Government's objective is to advance the implementation of the NIMS through the development and deployment of consistent systems for the request, dispatch, use and return of resources in United South and Eastern Tribes comprised of 25 tribes located in 12 south and eastern states from Maine to Florida to Texas during all-hazard incidents requiring mutual aid to augment local capabilities. All hazard incidents include natural disasters, acts of terrorism, or other manmade disasters. This will facilitate the efficient and effective sharing of resources between Tribes during times of disaster or emergency and to develop better coordination and use of resources in Tribal emergency services response efforts through the establishment and implementation of Tribal Emergency Mutual Aid Compacts. This contract is intended as a one year engagement between DHS/FEMA and the contractor. This is to be a Mutual Aid effort to involve 25 tribes located in 12 southern and eastern states. The purpose of this contract is to facilitate the efficient and effective sharing of resources between the Tribes during times of disaster or emergency, and to develop better coordination and use of resources in Tribal emergency services response efforts through the establishment and implementation of Tribal Emergency Mutual Aid Compacts. The contractor shall perform the following tasks, including, but not limited to: 1. Coordinating the completion of the development of the long-term established system of response for Tribes to be used as a template for each Tribe which can be reproduced across the country and tailored for any Tribe that chooses to participate. This system will be built on existing systems formal mutual aid framework and formal mutual aid agreement documents - Tribal Emergency Mutual Aid Compact (TEMAC) and the process established to include a FEMA Advisory Council comprised of Tribal first responders, police officers, emergency management personnel was stood up; as well as trained staff to EMI's Emergency Operation for Tribal Governments course. 2. Continuing TEMAC in areas of resource management, training and exercises, TEMAC Resource Inventory Database which dovetails with FEMA's Incident Resource Inventory System, training database and a monthly newsletter to the Tribal Advisory Council. Federal Emergency Management Agency (FEMA) determined that USET is very uniquely qualified to perform this work. Capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This Notice of Intent is NOT a Request for Proposal (RFP) for competitive proposals.
