- Solicitation Number: P11PS20717ACAD 156917Acadia National Park, Winter Harbor, MaineSchoodic Education and Research Center This project is located at Schoodic Education and Research Center Acadia National Park, Winter Harbor, Maine. The contractor will have complete site access, although there will be portions of the campus open to the public at all times. This construction project is set-aside solely for a HUBZone Small Business Concern (SBC), which means a small business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. The NAICS CODE for this requirement is 236220 and the Small Business Size Standard is $33,500,000 TITLE OF PROJECT: Rehabilitation of Rockefeller Hall GENERAL: This work will include rehabilitation of the historic Rockefeller Hall, a part of the Schoodic Educational and Research facility to include a Visitor Welcome Center, meeting rooms, flexible program participant accommodations and office suites. The design and construction of the Schoodic Point Naval Security Group Complex is part of the historical origin of the first National Park on the East Coast. The complex consists of many historic and architecturally significant structures executed in the French Renaissance style which are in their own right idiosyncratic and extremely well designed structures designed by Grosvenor Atterbury, an important New York architect whose first commissions on Mount Desert Island date from 1901. The history of the Schoodic Point Naval Security Group Complex traces its origins to 1917 when a Mt. Desert Island summer resident established a radio station at Otter Cliffs. Subsequently the site was given to the United States government, and the resident assigned the rank of Ensign in the US Navy as the facility's Officer in Charge during World War I. The Schoodic Education and Research Center's first five buildings, were provided by Mr. Rockefeller, in exchange for the Otter Cliffs location on Mount Desert Island and returned to National Park Service from the US Navy on July 1, 2002 to be a part of Acadia National Park. ONLINE REPRESENTATIONS AND CERTIFICATIONS (ORCA): ORCA is an on-line system that is located on the Internet. Prior to ORCA, vendors were required to submit Representations and Certifications (Reps and Certs) for each individual large purchase contract award. Now, using ORCA, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site benefits not only the contractor by allowing him or her to maintain an accurate and complete record but also the Contracting Officer, as he or she can view every record, including archives, with the click of a mouse. The ORCA site can be found by going to http://www.bpn.gov and clicking on "Online Reps and Certs Application" on the left side of the screen. You must register in ORCA in responding to this solicitation. CENTRAL CONTRACTOR REGISTRATION (CCR): Offerors are required to have an active registration in CCR in order to conduct business with the Federal Government the website is located at www.bpn.gov/ccr. DESCRIPTION OF WORK: Project will rehabilitate the Historic Rockefeller Hall to permit its use for programs presented at the Schoodic Education and Research Center. Functions will include a Visitor Welcome Center, meeting rooms, flexible program participant accommodations and office suites. Additionally the project will address fire safety, deferred maintenance, accessibility issues and address architectural, electrical and mechanical changes to adapt the facility to multiple uses. Work would include interior and exterior building and building systems (IT, plumbing, electrical, architectural and HVAC) renovations with a requirement to maintain historical architecture and design elements. This work will be performed at the Schoodic Naval Base, which is a remote location on the north east coast of Maine. All this work will be performed under a single contract. 1. Fire Safety: Install suppression and wireless detection systems. Install fire sprinklers in basement, first and second floors. Install smoke and heat detection system on all floors. Connect sprinklers and detectors into supervised alarm panel. Install closers on apartment doors. Install fire door between basement and first floor. 2. Accessibility (ADA compliance): Modify entry from the front to make the first floor accessible. Modify doorways and other architectural features to make accessible routes. Consider modification alternatives for accessibility within first floor spaces to include as bathrooms and kitchens. 3. Deferred Maintenance: Repair and refinish interior walls, flooring and windows. Repair exterior stone masonry, stairs, deck and roof. Consider replacements to restore to original building character whenever possible. Rehabilitate heating system.4. Adaptation: Make floor plan changes to improve circulation, privacy and the remodeling and/or reconfiguration of kitchens and baths will be considered. Additional or new lighting, convenience outlets, telephone, wireless high speed internet service and mechanical system improvements are to be considered.5. Basement: The Garage and office portions of the basement will be refinished in a Spartan and durable manner to provide open program space and restrooms in support of building uses and outdoor programming for the patio above, adjacent plaza and future fields. Relocate access to and/or relocate the SERC laundry room currently located in the basement. PRODUCT/SERVICE CODE: Z139, Maintenance, Repair or Alteration of Other Educational Buildings TYPE OF PROCUREMENT: This is a competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside best value (trade off process) source selection that will be conducted in accordance with the Federal Acquisition Regulation (FAR) Part 15. Offferors will be required to submit a technical proposal, past performance information, and a business/price proposal. The business/price proposal will require offeror's to submit a contract pricing schedule, bid bond, certain Section K representation, certifications, and other statements, and several other items. For this solicitation, all evaluation factors other than price (technical and past performance), when combined, are equivalent to price. It is anticipated that a firm-fixed price contract with options will be awarded. MAGNITUDE OF PROJECT: Project expected magnitude range between $1,500,000 and $2,500,000. PERIOD OF PERFORMANCE: Time for completion will be approximately 270 calendar days. It is anticipated that the notice to proceed will be issued in December 18, 2011, with an expected completion date of August 29, 2012. SOLICITATION ISSUE DATE: On or about Monday September 22, 2011.
