Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY To meet the minimum needs of the U.S. EPA, Office of Air and Radiation, Office of Transportation and Air Quality, Transportation and Regional Programs Division (TRPD), US EPA intends to issue a task order under GSA Schedule contract GS-10F-0221J, with Systems Research and Applications Corporation (SRA) for support in 1) evaluating the National Clean Diesel Campaign's (NCDC) American Reinvestment and Recovery Act (ARRA) grants, 2) identifying and analyzing the actual emissions attributable to ARRA-funded projects, and 3) analyzing the environmental results and benefits of different types of ARRA projects. The intended task order consists of the evaluation of the completed National Clean Diesel ARRA grants. Information gathered through these evaluations shall be used by the contactor to assist EPA to further enhance future Diesel Emission Reduction Act (DERA) grants through database improvements and streamlined functions and to confirm through the Database for Reporting Innovative Vehicle Emissions Reductions (DRIVER) the successful completion of ARRA goals. To accomplish these objectives, the contractor needs to utilize and have experience and extensive knowledge of EPA's Diesel Emissions Quantifier (DEQ) and the Database for Reporting Innovative Vehicle Emissions Reductions (DRIVER). The intended contractor is responsible for updating and maintaining both these tools. The task order is anticipated to be effective from September 15, 2011 through completion of the project which is anticipated to be December 31, 2012. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, this includes posting notices of proposed MAS orders that are for "informational purposes only" when exceeding $25,000 in accordance with FAR 8.404(g)(1)(i) and FAR 5.704(a)(2) and (b).
