- PRESOLICITATION NOTICE The United States Air Force, ASC/Operational Contracting Division, Wright-Patterson AFB, Ohio is intending to issue a solicitation for the procurement of an environmental test chamber in which biological agent stimulants can be subjected to a high temperature, high humidity environment over a sustained period of days to weeks. Firms responding shall specify that their equipment meets the specifications provided below and provide detailed product information to show clear technical compliance. There is a requirement for delivery and installation to be completed within two weeks of date of award. I. The environmental test chamber must meet the following minimum salient characteristics: • Temperatures range: 25 degrees Celsius to 150 degrees Celsius; accuracy: plus or minus 1.5 degrees Celsius; • Relative humidity range:less than 10 percent to 95 percent; accuracy: plus or minus 2 percent; • Long-term continuous operation (greater than or equal to 2 weeks); • Dual temperature/humidity controller; • Manual and programmable controls; • Interconnect to customer's 20 amp / 2 pole breaker or include parts & labor to modify customer's electrical service to accommodate different electrical requirements of chamber; • Internal demineralization system to prevent mineral contamination; • Drain pumping system; • Max dimensions (37" W x 20" D x 26" H); II. Additional Requirements: • Install the chamber to include the necessary electrical and plumbing modifications to bring the test chamber to full operational status. Plumbing includes connection to water line in sink (with a pressure regulator), sump pump, and drain hose to sink. [Indicate if a site visit is necessary or a site drawing would be sufficient]. • The equipment will be delivered to Colorado State University, Fort Collins, CO (laboratory location to be provided upon award). • The supplier is to indicate any commercial warranty for parts and labor provided at no additional cost to the government. • Effect on-site repair/maintenance of the system within 24 hours of notification. • Equipment is to be delivered, installed, and fully functional within two (2) weeks after date of award. • Refurbished or reconditioned equipment will be considered. Solicitation number FA8601-T-11-0269 is anticipated to be issued on or about 9 September 2011 with a closing date on or about 16 September 2011. All interested firms shall submit a response demonstrating their capabilities to produce the requested equipment and meet the required delivery and installation time frame to the Primary Point of Contact listed in the solicitation.
