Attachment-2 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplement with additional information in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number RFQ HSCG44-11-Q-PCD083. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-53. This procurement will be processed in accordance with FAR Part 12 and 13. The North American Industry Classification System (NAICS) is 611430. The SBA size standard is $5.0 Million. Due to this Acquisition being considered to be a Sole Source Procurement it is not anticipated that the Contracting Officer will receive 2 or more Offers from qualified Small Business Concerns; therefore IAW FAR 19.502-2(a), This IS NOT A Small Business Set-A-Side. The USCG Command, Control and Communications Engineering Center (C3CEN) Portsmouth, VA. 23703, intends to purchase on a non-competitive basis by awarding a Firm Fixed Price Purchase Order to: Nautel Maine Inc. 5 days of classroom and hands-on instruction, on the Nautel Vector D-DGPS Transmitter and the Nautel ATU-HP (Antenna Tuning unit). The proposed contract action resulting from this synopsis/solicitation for commercial services is the Government's intention to solicit and negotiate with only one source under the authority of FAR 6.302.1 and 13.106-1(b). Interested persons/parties may indentify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis/solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes. The contractor for this proposed Sole Source contract is: Nautel Maine, Cage Code 57655. A current CCR Data Search and EPLS Data Search was conducted on this Contractor by the Contracting Officer. This Contractor is current/active in CCR and does not appear on the EPLS List. Data Search date: Sept/07/2011. This is a Sole Source Procurement. See attached JOTFOC Document below. The government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and Best Value to the Government, price and other factors considered. FIRM FIXED Price Proposals may be submitted on company letterhead stationary and must include the following information: Cost Breakdown, Unit Price, Extended Price, Payment Terms and discount offered for prompt payment. Required Training Dates are Oct/24/2011-Oct/28/2011. Anticipated Award Date for the PO Contract is Sep/13/2011, this date is approximate and not exact. Schedule B: Line Item 1: 1 ea: 5 days of classroom and hands-on instruction, on the Nautel Vector D-DGPS Transmitter and the Nautel ATU-HP (Antenna Tuning unit) for up to 16 students. Instructor shall be an expert with the Nautel Equipment. (See below Statement of Work) The Contractor shall Order all Materials and required Manuals upon award of the Contract. In accordance with FAR 4.1201 prospective contractors are required to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Justification for Other than Full and Open Competition (a) Each justification shall contain sufficient facts and rationale to justify the use of the specific authority cited. As a minimum, each justification shall include the following information: (1) Identification of the agency and the contracting activity, and specific identification of the document as a "Justification for other than full and open competition." USCG Command, Control, and Communication Engineering Center (C3CEN), 4000 Coast Guard Blvd, Portsmouth, VA, 23703 (2) Nature and/or description of the action being approved. Purchase of training services for specialized course on Nautel Vector D - DGPS Transmitter and Nautel ATU-HP. (3) A description of the supplies or services required to meet the agency's needs (including the estimated value). C3CEN is responsible for all engineering and lifecycle support for all GPS and Differential GPS (DGPS) equipment installed and operated throughout the Coast Guard, including all Coast Guard cutters, boats, and shore installations. In order to meet the Coast Guard's requirement for C3CEN personnel to be the Coast Guard's engineering and technical experts on the Nautel Equipment. This training will be for our Instructors in TRACEN Petaluma who teach the equipment mentioned above, C3CEN Electronics Repair Facility in Baltimore, MD who does the repair, and for our Support Techs. at C3CEN. In order to maximize the number of personnel who can attend the required training, training needs to occur the week of 24 October 2011. Nautel is the OEM for the equipment mentioned above and provides technical training on all aspects of the Nautel equipment. Nautel offers a 5 day course that provides 60 hours of technical instruction on Site Preparation, Theory of Operation, Operation of Transmitter, Testing and Adjustment, System Level Troubleshooting, and Site Protection that can be provided at C3CEN the week of 24 October 2011. This course is taught by leading technical experts from Nautel. This course has been taught at C3CEN in the past and fully meets the requirements to provide technical expertise training to USCG personnel. The estimated value of training 16 personnel at a C3CEN locally provided location is $14,500. (4) An identification of the statutory authority permitting other than full and open competition. FAR 6.302-1(a)(2) & (a)(2)(iii) These services are only available from one source. Market research shows that no other vendors can provide local training at the level and scope required. Market research identified that other vendors do provide training on Nautel equipment, but none were found that provide training on the Nautel Vector D - DGPS Transmitter or the Nautel ATU-HP. (5) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. Nautel can provide specialized training on Site Preparation, Theory of Operation, Operation of Transmitter, Testing and Adjustment, System Level Troubleshooting, and Site Protection at a locally provided C3CEN location the week of 24 October 2011. Nautel's course syllabus fully meets the requirements needed to train C3CEN Engineers, Technicians, and Instructors in order to enhance their abilities as the Coast Guard's Nautel technical experts. Market research has demonstrated that no other vendor can provide the level and scope of training required. See Course Syllabus (attached). (6) A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. This requirement is posted in FedBiz-Ops. Commercial price for the Nautel course is $531.25 per person at a Nautel Training location, total for 16 attendees would be $8,500. Counting travel and per diem estimated at $1,500 per person, the total estimated cost with travel and per diem cost would be $32,500. A locally held course at a C3CEN estimated at $14,500, will be Fair and Reasonable. (7) A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted. Requirement will be posted on FedBiz-Ops with statement that any vendors/contractors that would make an offer would be considered by the Federal Government. (8) A description of the market research conducted (see Par t 10) and the results or a statement of the reason market research was not conducted. This Service only provided by one source, Nautel Equipment (9) Any other facts supporting the use of other than full and open competition such as: (iii) When 6.302-1 is cited, data, estimated cost, or other rationale as to the extent and nature of the harm to the Government. Having Nautel come to our facility would be advantageous to the Government. They will be providing training to our instructors who teach the system, our Engineers who develop Engineering Changes and are involved in testing, and our repair personnel that repair the Nautel items. (10) A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. None at this time. (11) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. None at this time. (12) Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief. (b) Each justification shall include evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government's minimum needs or schedule requirements or other rationale for other than full and open competition) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel. PLACE OF PERFORMANCE: Training will be hosted by USCG C3CEN in Portsmouth, VA 2. REFERENCES: None 3. SECURITY REQUIREMENTS: None - The nature of the required work is unclassified. 4. PURCHASE ORDER MANAGEMENT DESIGNATION: The government representative for this purchase order is James Lassiter, U.S. Coast Guard, who can be reached at 757-686-2149. 5. DESCRIPTION OF WORK: 5.1 Scope: Contractor shall provide 5 days, total of 30 hours of classroom and hands-on instruction, on the Nautel Vector D - DGPS Transmitter and the Nautel ATU-HP (Antenna Tuning Unit). Contractor shall have a hands-on troubleshooting portion of the course where the Instructors will insert faults in the equipment and allow the students to troubleshoot. Contractor shall provide training for a maximum of 16 students. Instructors shall be experts with the Nautel Vector D-DGPS Transmitter and Nautel ATU-HP. 5.1.1. Training Syllabus See Attachment 2. 6. GOVERNMENT-FURNISHED PROPERTY (GFP): The government will provide classroom space and will furnish all other training gear and equipment. C3CEN currently has two Nautel Vector D - DGPS Transmitters and two Nautel ATU-HP available for training. 7. DATA DELIVERABLES: The contractor will provide: • A certificate of course completion for each student • A hard copy of the Nautel Vector D - DGPS Technical Manual • A hard copy of the Nautel ATU-HP Technical Manual • A hard copy of the Nautel Vector D - DGPS Student Training Manual • A hard copy of the Nautel ATU-HP Student Training Manual All Technical Manuals and Student Manuals shall be delivered to the following address one month (Sept. 24, 2011) before class convening date: C3CEN, 4000 Coast Guard Blvd., Portsmouth, VA 23703, Attn: Chris Hall, 757.295.2298. 8. OTHER CONDITIONS/REQUIREMENTS: 8.1. Travel The government shall provide for cost of travel and per diem for up to two contractor personnel using standard U.S. Government travel and per diem rates. The Contractor shall provide the names of the two Instructors to C3CEN 45 days prior to the training start date for security purposes. The point of contact will be James C. Compliance The Contractor shall ensure that delivered tasks meet all standards and guidelines provided in this contract and in applicable regulations and directives. 8.2.2. Acceptance A preliminary training syllabus submitted to the U.S. Coast guard will be reviewed by the U.S. Coast Guard for completeness, and may be returned to the contractor for correction. Absence of any comments by the U.S. Coast Guard shall not relieve the Contractor of the responsibility for complying with the requirements of this work statement. The work shall be considered complete when the training has concluded and all deliverables have been provided to the government representative.
