- Notice of Intent to Award a Sole Source Purchase Order for Parking Permits at the Ronald Reagan Building and International Trade Center. The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquistion Regulation (FAR) Part 13, Simplified Acquistion Procedures, intends to issue a sole source purchase order to the Ronald Regan Building and International Trade Center for (12) unreserved parking permits and (2) reserved parking permits from 10/1/11 to 9/30/12. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Due to the job description of the EPA's criminal agents, they require close and ready access to their government vehicles. Covered parking is also required due to law enforcement vehicles having expensive law enforcement equipment installed. Havin gthe vehicles out of sign helps to reduce any breaking and entering which can cause extensive damage to the vehicle as well as the equipment. As such, all parking lot accomoditations for the Criminal Investigation Division must be located within close proximity (2 blocks or closer) of US EPA CID office space. OCEFT-CID Facility Standards also states: "Secure parking spaces are required for government owned or leased law enforcement vehicles. Access to the parking area is required at all times (24 hours per day). If parking cannot be provided on-site, it should be located within a two block radius of the office. Preference will be given to secured, covered, on-site parking." Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herin may submit a response, which if received within 8 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses is solely within the discretion of the Government.
