- This Request for Information (RFI)/Sources Sought Notice is issued for informational and planning purposes only. This is not a Request for Quote (RFQ). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Mission and Installation Contracting Command (MICC) Center, Fort Knox, KY is currently conducting market research to locate qualified, experienced, and interested potential sources. The information requested by this sources sought will be used within the Army to facilitate decision making and will not be disclosed outside of the government. The Government will not pay for any information submitted in response to this request. This sources sought is in accordance with the acquisition policy as stated in Part 10, Market Research, of the Federal Acquisition Regulation (FAR) that market research may involve interactive on-line communication between government and industry. The MICC Center-Fort Knox is seeking information concerning the availability of capable contractors to provide a solution for a hand-held radio system with the following specifications and salient characteristics: 1) Secure mobile ad hoc networking capable, with ability to link multiple units in a single network; 2) Capable of supporting simultaneous push-to-talk (PTT) voice, IP data, position location information, and streaming IP video; 3) Capable of establishing network communications between surface and an underground tunnel system exceeding 3000 total feet with potential for future expansion; 4) Capable of operating with no fixed infrastructure; 5) Multiple push-to-talk voice and a dedicated IP data channels; 6) Self-configuring network; 7) Ethernet, USB, and bluetooth data interfaces; 8) Capable of providing unmanned ground vehicle robotics communications; 9) Data rate of up to 2 Mbps; 10) Designed for harsh environmental conditions; 11) Compatible with MBITR or equivalent battery; 12) Battery life of 14 hours or greater; 13) System includes all software and hardware that allows user customization of unit parameters and development of network applications. The purpose of this system is to provide a mobile network capable of providing PTT voice, IP data, IP streaming video, and position location information in the event of an underground emergency or rescue situation. This requirement would include equipment, initial training, software/firmware support, and phone and technical support. Government E-mail will be the primary source of communication for this RFI.
