- NASA/JSC has a requirement for 72 hours of high energy ion beam testing whichincludes the test facility, the high-energy heavy ion beam, the required dosimetry, andoperations personnel needed for the testing. The testing is required to verify theoperation of electronic components used for Orion Program. Results from this testing areused to calculate the estimated time before abnormal behavior or a critical failure canbe expected to occur in lunar environments. NASA/JSC intends to purchase the items from Texas A&M University. Texas A&M CyclotronInstitute CI) is the only known facility that can provide high energy heavy ion beamtesting and provide the required beam access. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Peter Hollis at Peter.s.hollis@nasa.gov no later than 4:30 p.m.local time on September 22, 2011. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
