- The Government intends to issue a sole-source, cost plus fixed fee, modification of contract number W9115U-07-D-0002 in order to incorporate option clauses FAR 52.217-9 to provide one (1) one year Option and two (2) six month Option periods which could extend the contract through 7 March 2014 if options are fully exercised. The two six months option will not be exercised unless ERDC has not assimilated services under new contract prior to the end of first option period. As a result of this action, the total estimated ceiling of contract will increase $12 million. The extension is necessary to provide continuity of services for the High Performance Computing Management Program (HPCMP), Defense Research and Engineering Network (DREN). These DREN support services are scheduled to be transitioned to the Army Engineer Research and Development Center (ERDC) future contract currently in the acquisition planning stage. Therefore, the extension of current contract is required to maintain highly specialized skills and experience need to prevent the disruption of highly sensitive projects. The government has determined that extending the current contract will prevent substantial duplication of cost to the Government that is not expected to be recovered through competition. In addition, this will prevent unacceptable disruptions or delays in fulfilling the agency's requirements until the award of the ERDC follow-on contract. This is not a solicitation and no bids will be accepted. BACKGROUND: The existing contract is for the operation and maintenance (O&M) of High Performance Computing Management Program (HPCMP), Defense Research and Engineering Network (DREN). The DREN system is the backbone digital transmission network for the high performance computing resources Nationwide the supporting of which require individual and facility clearance up to Top Secret/SCI. DREN provide secure, robust access to supercomputers that collaborate with other high computing users in the Defense community. DREN contributes to overall federal agency networking and security through the Large Scale Network (LSN) and Joint Engineering Team (JET). Contractor performance on this contract includes: develop, support and maintain Security and Innovation process tools that fend off hostile acts of intrusion and network compromise as a member of the Tier 2 DoD Computer Emergency Response Team. This contract also provides Mass Storage Recovery and Expansion services for disasters or attacks. The DREN/SDREN system services supports includes the maintenance, servicing and development of all associated communications and transmission equipment. This includes fiber optic terminals, microwave radios, multiplexers, circuit conditioning equipment, patch and test facilities, matrix switch equipment, alarm and monitoring equipment, timing and synchronization equipment, and DC battery and power distribution equipment.
