- SOW This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiations. The Federal Emergency Management Agency (FEMA) Office of Policy and Program Analysis (OPPA), located in Washington, DC has a need for a contractor to execute an analysis related to implementing a "Whole Community" approach to emergency management, which intends to promote community engagement strategies that position local residents in leadership roles in planning, organizing and sharing accountability for the success of local disaster management efforts. The effort includes methods to build upon the lessons learned implementing the Meta-Leadership Initiative (i.e. Summits, Post Summit Activities, and the online community) in assisting FEMA to identify and test ways in which communities may become better prepared to participate with FEMA in a "Whole Community" approach. FEMA will work with the contractor to provide material input to the development of program activities, and will approve those activities prior to their implementation. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 253c (1), Only One Responsible Source. The Government identified CDC Foundation as the only source who can complete work under this proposed contract. The Government reserves the right to solicit proposals based on the receipt of affirmative responses to this notice or issue an order to CDC Foundation without further notice. It is the Government's intent to award a time and material contract which will start October 1, 2011 and will end on September 30, 2014. This may represent the only official notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be emailed to Julieann Phillips ( Julieann.Phillips@dhs.gov ). This is a negotiated acquisition with an estimated value of less than $1,000,000.00. The Federal Emergency Management Agency requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov. No award can be made unless the contractor is registered.
