Maritime, Communication, and Weapons Advisor ISSUANCE DATE: 09/09/2011 CLOSING DATE: 09/30/2011 SOLICITATION NUMBER: PSC-11-050-INL Gentlemen/Ladies: SUBJECT: Solicitation for a PSC to serve under DOS in INL. The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. Submissions shall be in accordance with the information provided herein and at the place and time specified. PERIOD OF PERFORMANCE: One year from the date of award 8. PLACE OF PERFORMANCE: Bogota, Colombia 9. JOB DESCRIPTION: See below US Personal Services Contract US Department of State Bureau for International Narcotics & Law Enforcement Affairs (INL) American Embassy Bogota, Colombia Narcotics Affairs Section (NAS) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Maritime, Communications, and Weapons Advisor will be located in the Narcotics Affairs Section (NAS) US Embassy Bogota, Colombia and will serve as an Advisor to the Navy/Coast Guard and Colombian National Police/Anti-Narcotics Directorate (CNP/DIRAN) for Communications, Command/Controls, Computers, Intelligence (C4I), and weapons. The Advisor will advocate for the CNP and Colombian Military units supported by the NAS in these areas of expertise. The Advisor will coordinate weapons and C4I acquisitions with Colombian units and provide advice on C4I and weapons matters. The Advisor will reside in Bogota and spend time traveling and working in the field. Duties and Responsibilities a. Coordinate and monitor assigned INL/NAS sponsored/directed activities in support of Colombian counternarcotics operations in Bogota and forward deployed areas. b. Advise the Colombian Navy (COLNAV) on specific matters related to counternarcotics operations during day and night and small unit interdiction operations to include acquisitions, training, maintenance, and logistic supports. c. Prepare Statements of Work (SOW) and Foreign Military Sales (FMS) cases, as required, and coordinate directly with INL Contracting Officers to ensure the timely acquisition of required equipment. d. Determine maritime training requirements. Coordinate requests for training and the use of mobile training teams. Conduct small-scale, on the job training as necessary. e. Coordinate the development of and manage long-term advanced acquisition plans and supervise the execution of equipment procurements. f. Support the coastal interdiction program with tactical and strategic advice and advise the program coordinator on all aspects of tactical operations. g. Support Colombian Navy Intelligence (JINA) with C4I. Determine equipment and training requirements to support JINA. Work closely with Drug Enforcement Administration (DEA) and UK partners to ensure end-use monitoring procedures. h. Conduct field surveys, evaluations, and special studies, as required, in support of coastal interdiction program. i. Supervise the NAS host nation advisor on CNP tactical/strategic communications and weapons employment during the day and night, as well as, ground, and airmobile small unit interdiction operations to include; acquisition, training, maintenance, and logistics support. j. Coordinate communication and weapon acquisitions for the CNP. Determine training requirements and coordinate the use of mobile training teams. Conduct small-scale, on-the-job training, as necessary. k. Assist in the equipment acquisition and fielding process to support the CNP re-entry program, with emphasis on C4I. l. Support intelligence programs for the CNP with C4I. Determine equipment and training requirements to support the DIRAN Intelligence and Judicial Groups. Work closely with the DEA to ensure compliance with end-use monitoring (EUM) procedures. m. Coordinate the acquisition, installation, and operation of communications-related equipment for the CNP Air Service Component. Coordinate with the Air Service Advisor and design a communications strategy to monitor/maintain contact with CNP Aircraft operating throughout the Colombian Airspace. Ensure compatibility with the secure communications equipment used by the CNP/COLMIL ground elements to the maximum extent possible. n. Ensure USG provided commodities are utilized effectively and there is no fraud, waste, or mismanagement in the program through continuous oversight responsibility and EUM in the operational area. o. Evaluate and advise the NAS on the Colombian agencies performance operating in conjunction with NAS/INL assets and resources in order to recommend and/or provide training as needed. p. Assist in project budget preparation and program planning. q. Assist in defining commodity procurement requirements and the preparation of related project documentation. Provide advice and coordination on matters pertaining to commodity maintenance and field support. r. Conduct field surveys, evaluations, and special studies, as directed by NAS. s. Assist the NAS Airmobile Advisor, NAS Base Defense/Security Advisor, and NAS Carabineros Advisor, as directed. t. Brief Department of State (DOS), Congressional member and staff, and other officials on the status of USG-GOC narcotics control projects. Assist in developing itineraries and escorting official travelers, as directed. u. Assist in EUM of international narcotics control commodities provided by the USG. Minimum Qualifications 1. US citizenship, ability to obtain/maintain a DOS security, medical, and ethical clearance. 2. A Bachelor Degree from an accredited institution (substitute a Bachelor Degree with an Associate's degree plus seven (10) years related experience in the military, law enforcement, international development, international affairs, or public administration). 3. Proficient in Microsoft Office Suite. 4. Ability to communicate in Spanish at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. 5. Relevant experience in Latin America training foreign nationals in the use and maintenance of tactical communications and weapons systems, especially in relation to ground operations/small unit tactics and airmobile operations. 6. Experience managing and planning Security Assistance Programs, particularly with Foreign Military Sales cases. Demonstrated knowledge of US contracting procedures and procurement vehicles. 7. Ability to complete the Contracting Officer's Representative (COR) course successfully within the first 75 days of assignment. 8. Extensive knowledge (minimum of 7 to 10 years) of project management policies, concepts, practices, and principles in order to analyze and develop recommendations for USG program operations and objectives. 9. Demonstrated experience coordinating with host-country military, police, and civilian officials. Knowledge of the political, economic, and military environment of Colombia, as well as programs, organization, and operations of USG elements involved in the counter-narcotics programs in Colombia. 10. Physical ability to live in Bogota (altitude 8,600 feet) and willing to travel in country to remote locations. The work associated with this position is both physical and sedentary in nature and involves activity both at the US Embassy and at forward operating locations with varied climates and conditions within Colombia. Supervisory Control 1. The Advisor will report to the NAS Interdiction Advisor. The Advisor exercises wide latitude for independent action, initiating projects, and executing approved new programs under general supervision and expected to coordinate as functionally appropriate with NAS for the purposes of this program. Completed work is reviewed for timeliness and effectiveness. 2. The Advisor will receive very general supervision and guidance. The Advisor will exercise a significant degree of judgment and independence in planning work to achieve specific goals and objectives and will inform supervisor of problem areas and present recommended solutions. 3. The Advisor will not hold the authority to make commitments. 4. The Advisor will maintain close working relationships with USG and Colombian nationals involved in counternarcotics efforts. Evaluation Criteria Factor 1 Demonstrated knowledge and experience in Latin America training foreign nationals in the use and maintenance of tactical communications and weapons systems, especially as they apply to maritime operations and ground operations/small unit tactics. (40 points) Factor 2 Demonstrated experience in managing/planning logistics of forward operations and small unit operations and coordinating with host-country military, police, and civilian officials. (20 points) Factor 3 Demonstrated knowledge of the political, economic, and military environment of Colombia with emphasis on Colombian naval operations as well as knowledge of programs, organization, and operations of USG elements. (20 points) Factor 4 Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (20 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
