Description: Minneapolis VA Health Care System is seeking potential sources for the upgrade of the Building Automation System in Building 70, Minneapolis VA Medical Center. Qualified offerors shall provide all labor, materials, tools and equipment to complete the upgrade of the building automation system. It is anticipated that a Request for Proposals will be issued following this special notice. Contract award is anticipated to be in as soon as possible. The solicitation will be conducted as a full and open competition unless there are insufficient responses. If the contracting officer determines there are not at least two qualified offerors, the solicitation will be sole sourced to one qualified vendor. The proposed North American Industry Classification System (NAICS) code is 238210, Electrical Contractor, with a size standard of $14.0 Million. Responders should indentify if they are a small business or small disadvantaged business concern, based on this NAICS code. Prospective offerors shall have extensive experience in electric/electronic controls, monitoring and alarms for heating, air conditioning, domestic water supply, emergency power and many other critical systems. Project requires the installation of new web based control equipment with common BACNET communication protocol for new equipment including: new Johnson Controls, Inc. (JCI) NAE or equal controllers to replace the JCI NCMs to be demolished; software for primary and back-up communication servers; new communications bus to interface with new control equipment and Hospital LAN; new listed network switches where required for interface of smoke control equipment; new gateway equipment to communicate with the 4 JCI NCMs. Please submit expressions of interest in your own format to include documentation of corporate capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed ten (10) pages. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. No reimbursement will be made for and costs associated with providing information in response to this announcement. The due date for submission of this information is 3:00 PM (local time) on Friday, Sep 16, 2011.
