- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. (iii) This requirement is being solicitated as unrestricted using full and open competitive procedures. NAICS 541511, Custom Computer Programming Services. (iv) The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and technical factors considered. Marsh-Billings-Rockefeller (MABI) National Historical Park, 54 Elm Street, Woodstock, VT 05091 has a requirement/need for the development of a smart phone mobile application that visitors may use to effectively navigate a self-guided walking tour of Woodstock, VT. The purpose of the application will be interpretation of the Vermont home front during the Civil War. The project will respond directly to the congressional mandate by providing an interpretive tool to widely and easily disseminate historical research and narrative to the public. This scope of work is to generate bids to create the illustrated color map that will be used to navigate this smart phone mobile application. Please refer to the attached Statement of Work for deliverables and detailed specifications. Please email lori_achkar@nps.gov to receive the map attachments included in the Statement of Work.(v) LOCATION: Marsh-Billings-Rockefeller (MABI) National Historical Park, 54 Elm Street, Woodstock, VT 05091.(vi) SCHEDULE of SUBMISSIONS: One (1) invoice may be submitted upon approval of first deliverable, second deliverable and final submission, (see Statement of Work for times for completion).(vii)SCHEDULE: The period of performance will be on or around September 27, 2011 through February 28, 2012. (viii)DOCUMENTS TO BE INCLUDED IN QUOTE: Offerors must include al (6) items listed below in their quotation package. Failure to do so may render the bid non-responsive.(a) Qualifications and experience of contractor. The resume should describe the person's qualifications and provide a list of similar projects.(b) A minimum of 3 samples of previous work, similar in scope to this project. (c) Price proposal and proposed schedule.(d) Contact information for 3 to 5 references. (e) Proof of CCR registration(f) Name, phone number, and address of your point of contact. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:Documentation and satisfactory performance of at least three completed projects of comparable scope, within the past 5 years. Documentation will include project description, date of project, and contact information to verify performance. (x) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xi) FAR provisions/clauses listed below apply. In response, Marsh-Billings Rockefeller National Historical Park (MABI) located in Woodstock, Vermont seeks to develop a smart phone mobile application that visitors may use to effectively navigate a self-guided walking tour of Woodstock, Vermont for the purpose of interpreting the Vermont home front during the Civil War. The project will respond directly to the congressional mandate by providing an interpretive tool to widely and easily disseminate historical research and narrative to the public. This scope of work is to generate bids to create the illustrated color map that will be used to navigate this smart phone mobile application.In Woodstock, Vermont sites associated with the Underground Railroad, abolition, the free African-American community, the Union war effort in Vermont, the Lincoln Administration, the 54th Regiment, and post-war social change are preserved within an extraordinarily intact setting. Furthermore, Marsh-Billings-Rockefeller NHP preserves resources associated with George Perkins Marsh, who represented the Union cause on the international diplomatic front, and Frederick and Julia Billings, who worked to rebuild the vitality and sustainability of Vermont's rural population when it had been depleted by war losses and agricultural collapseII.PURPOSEThe purpose of this project is to create an illustrated color map in the bird's-eye view style that can be used to navigate a smart phone mobile application to interpret the Woodstock home front during the Civil War. III.SCOPE OF WORK Independently, and not as an agent of the government, the contractor shall provide all services, including labor, material, facilities, and travel necessary to develop an illustrated map of Woodstock, Vermont that highlights sites associated with the Civil War Home Front. Illustrated MapThe illustrated map shall focus primarily on downtown Woodstock, Vermont and historic areas just north of downtown. It shall depict the site as it is today. The map shall feature a bird's-eye view looking generally from east to west with the downtown business district (the intersection of Elm Street and Central Street) near the center of the scene. The attached file "Woodstock Civil War Sites Possible View.jpg" shows the approximate geographic coverage and viewing parameters required for the scene. The illustrated map shall have a highly refined appearance. The images of Saint-Gaudens National Historic Site and The Presidio, San Francisco, California (available at www.shadedrelief.com/birds_eye/gallery.html) indicates the general level of detail and rendering quality needed for the Civil War Walking Tour of Woodstock, although the rendering style need not be exactly the same. The illustrated map shall contain natural colors, organic textures, soft illumination, and realistic atmospheric effects. The map is meant to attract and inspire viewers. Map instructions:A.The contractor shall develop an illustrated map of downtown Woodstock. The intent is to produce an oblique color illustration. The illustration shall be created using traditional art media. The park shall receive the original art and a digital version scanned at a high resolution. B.Although the illustrated map will immediately be used for the smart phone mobile application, it will serve multiple uses: as printed brochure art, a poster, and Web graphic. The design must be appealing and legible when viewed at these different sizes and resolutions. C.The Contractor shall scan the final map art a resolution of 400 DPI. The exact height and width of the map shall depend on the viewing parameters needed to frame the scene that the Contactor shall propose. Because the map must contain adequate detail, a larger final art size is preferred. D.The map of Woodstock requires special rendering attention. The natural features shall be depicted with accuracy, realism and drama. E.The buildings that exist today are a main focus of the map. The map shall depict historic buildings associated with the Civil War Home Front in Woodstock, Vermont. F.After the contract is awarded, the Contractor shall visit the site to determine which buildings to depict in consultation with park staff and the COR. The Contractor should use the site visit to obtain additional reference materials and take photographs. Details, such as windows, doors, chimneys, steps, and porches, shall be accurate and legible. H.Building heights need not be absolutely accurate (this is not an engineering plan) provided that they properly proportioned relative to one another. It may be necessary to adjust the size and position of buildings slightly to better show the streets that run between them. I.The map shall include roads, pathways, and parking areas. J.The map shall depict modern buildings in Woodstock outside the Historical Landmark District with less emphasis and detail than the buildings within. K.The map shall contain three-dimensional trees with leaves within the Historical Landmark District. Trees that obscure buildings shall be reduced in size, reduced in number, selectively pruned, and/or deleted entirely from the map. The trees shall be generic eastern deciduous species with summer or early autumn coloration given to the foliage, or conifers as appropriate for representing the scene L.The contractor shall not place labels, a north arrow, or bar scale on the map. The map shall not contain property lines or tones representing property ownership. IV.DELIVERABLESThe contractor shall submit the work in stages for the Contracting Officer's Representative (COR) review and approval before proceeding to the next phase. Those review stages are specific to presentation and content as follows: A.First Draft Map Illustration: JPEG image or PDF delivered via ftp or optical media. B.Second Draft Map Illustration: JPEG image or PDF delivered via ftp or optical media.C.Final Map Illustration: Original artwork and digital version in psd and tiff format scanned at 400 dpi and delivered via ftp or optical media.V.TRAVELThe contractor shall make one trip to Woodstock, Vermont for site familiarization, take photographs, gather resource materials, and to meet with park staff and COR before starting the project. When travel is completed, the contractor shall submit a brief trip report to the COR.VI.TIME FOR COMPLETION All work, including Review and Approval, shall be completed on or before February 28, 2012, in accordance with the following:NOT LATER THANA.Planning Team Conference CallSeptember 27, 2011B.Travel to the ParkNovember 1, 2011C.Submission of the Trip ReportNovember 15, 2011D.Submission of First Draft MapJanuary 1, 2012E.Submission of Second Draft Map February 1, 2012F.Submission of Final Map February 28, 2012 MABI will be the sole owner of the final product. All related material will be transferred to the government according to Federal Acquisition Regulation Clause 52.227-17.VII.REVIEW AND APPROVALThe COR will notify the contractor in writing, of approval or rejection of all drafts and final product, citing any additions, corrections, or suggestions to the work within 12 calendar days. Any additions or corrections shall be completed and returned to the government with 12 calendar days.In the event that the government delays comments beyond the period specified, the contractor shall be entitled to a day-for-day extension in the final completion date. VIII. SUBMISSION REQUIREMENTSProposal Requirements - In order to be considered for selection and possible contract award, the proposal must be complete and include the following:(a) Qualifications and experience of contractor. The resume should describe the person's qualifications and provide a list of similar projects.(b) A minimum of 3 samples of previous work, similar in scope to this project.
