- NASA/GRC has a requirement to renew a license agreement for the following items:1.Aerospace Structural Metals Database (ASMD)2.Damage Tolerant Design Handbook (pdf)(DTDH)3.Structural Alloys Handbook (pdf)(SAH)4.Thermophysical Properties of Matter Database (TPMD)5.Microelectronics Packaging Materials Database (MPMD)These property databases are used by both the thermal and structural groups for modelingof MPCV hardware for in-line and validation work. The CINDAS databases, formerly knownas the Purdue databases, are the most comprehensively validated property databasesavailable. The database is accessed through an IP validated internet entry point thatallows access to multiple users at the same time. This is the only complete databasethat offers validated properties for structural, thermal, microelectronics, and fracturemechanics.The original software license agreement was purchased from CINDAS, LLC (1323 N. 350 W.,West Lafayette, IN 47906-4728)The licenses are currently in use at our Center and thisprocurement will extend our subscription for one year.NASA/GRC intends to purchase the items from CINDAS, LLC. This vendor developed thesedatabases and has proprietary rights to the licenses. No other vendor can provide thisservice. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Tuesday, September 13, 2011. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
