Description
USAID/Georgia will expand the work and cost of the Education Management Project under contract AID-114-C-09-00001. The cost will increase by not more than $250,000. The contractor will: Further improve Financial Module and Student Information System (SIS) of the EMIS, to incorporate new priorities of the Ministry of Education and Science (MES), such as: increased salaries of teachers in ethnic minority regions; extra-curricular activities; inclusive and special education needs. Develop a new module of EMIS, schools' Geographic Information System (school GIS), which will capture location, demographics/urbanization, and infrastructure data on schools and communities. Provide hands-on assistance in rolling-out the SIS module in at least two regions of Georgia, and build support for its data-warehouse and business intelligence solutions to allow for a unified reporting mechanism across multiple systems currently being developed at the MES. Develop performance evaluation of school principals to increase their accountability to school and community; support the MES through the process of implementing this system. Provide technical assistance, consultations and training of school principals in areas of financial accountability and accountability for education outcomes. Pursuant to AIDAR 706.302-70 (b) (5), the contracting officer intends to determine that the incumbent contractor is the only practicable, potential offeror. Therefore, a solicitation will not be issued and offers will not be sought.
