- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS REQUIREMENT WILL BE PROCURED ON A NON-COMPETITIVE BASIS UNDER AN EXISTING INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR PROFESSIONAL ENGINEERING SERVICES FOR THE NIST CENTER FOR NEUTRON RESEARCH (NCNR). This notice is issued in accordance with the guidance for the American Recovery and Reinvestment Act of 2009. Contract Number SB1341-07-CQ-0016, Task Order Number 10478was awarded to Merrick and Company of Aurora, CO on September 23, 2010, in the amount of $4,663,448.08. The period of performance is September 27, 2010, through November 30, 2011. Description of Services The National Institute of Standards and Technology (NIST)/NCNR reactor is equipped with a thermal shield. This radiation shield consists of steel and lead that has to be water cooled in order to be kept at a temperature where it does not change shape under its own weight. Over the many years of usage the thermal shield plumbing has developed tiny leaks, which are impossible to repair. Work under this task order requires the fabrication of, installation of and training for the upgrade of the thermal shield plumbing system whereby the cooling water is administered by moving it through the shield using a vacuum rather than a positive pump pressure as in the present mechanical configuration. The task order was awarded on a sole source basis under the authority of FAR 16.505(b)(2)(iii). Modification T002 will be executed to incorporate design changes into the task order that resulted from the completion of the factory acceptance testing of the mock up design of the thermal shied, modify the payment schedule to include the payment for completion of the design changes and increase the total value of the task order. Modification T002 is not being funded using American Recovery and Reinvestment Act funds. Design changes include: -Relocation of the C-100 Return Header pH Meter; -Valve Replacement-Supply Pump Discharge; -Relocation of Controls; -Incorporate Heat Exchanger Valve Control; and -Control System Changes. The total firm fixed-price of the task order will be increased by $30,050.44 from $4,676,254.08 to $4,706,304.52.
