- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. THIS SOLICITATION WILL NOT RESULT IN AN ORDER AGAINST AN FEDERAL SUPPLY SCHEDULE. ANY OFFER WHICH IS PREDICATED UPON THE AWARD BEING PLACED AGAINST AN FSS WILL NOT BE CONSIDERED. This aquistion is for: Vitros 5 Chemistry System Rental /Lease to include Cost per Test Term of contract will be one(1) base year Only Mfr: Ortho Clinical Diagnostics (OCD) Justification for Sole Source or Brand Name Only: In accordance with FAR 6.302-1, the following conditions preclude competitive full and open competition procurement. OCD, as owner and manufacturer, is the only company that can provide the same equipment, maintenance services and reagents currently in-use. This will prevent the loss of over $20K in current stock. If a different company is selected different reagents would be needed. OCD is the sole domestic source for the CPT using VITROS 5.1 Chemistry analyzers and is the only company that utilizes dry cell technology. This technology requires no plumbing. All other companies' analyzers would require running water and liquid waste removal. Building 700 Laboratory is not open for any facility modifications to meet the need for plumbing that the other analyzers would require. An additional advantage to staying with OCD is less patient correlation/validation studies would have to be accomplished. Changing technologies would require normal patient population studies to be reaccomplished which would cost $5,000 or more in reagents and over 40 hours of technician time. This study was just accomplished less than 2 years ago on the OCD system. Price(s) should be FOB Destination (Robins AFB GA 31098). In addition to price and delivery, quote should include your cage code, DUNS number, and taxpayer ID number. Requested delivery date is 30 days ARO or earlier. Quotations should be emailed to Ed Holden (edward.holden@robins.af.mil) no later than 19 Sep 2011, 12:00 pm EST. The anticipated award date is 30 Sep 2011. Please do not request award status prior to this date.
