Description
A key mission of the US Army Dugway Proving Ground (DPG) West Desert Test Center (WDTC) is the creation and deployment of modeling and simulation (M&S) tools as a means of conducting and evaluating Chemical/Biological (CB) warfare defense systems and components in live, virtual and constructive (LVC) environments. The following projects are currently under development or will be initiated in FY11: Each of the sections below describe general taskings that may be required by the Government on an "Indefinite Delivery - Indefinate Quantity" (IDIQ) basis. This requirement shall describe the tasks, in general, and any resulting contract would issue "Task Orders" (T/O) which would describe and fund a specific requirement with a specific period of performance. Preparation of Cost Proposals for Task Orders: The Contractor shall submit his written cost proposal based upon the task to be performed and provide the following as appropriate: Funding for this requirement is "Subject to the Availability of Funding" per FAR 52.232-18. The amount of funding for each period below is not known at this time. The majority of this work is expected to be accomplished at the contractors facility with product being sent to the government at Dugway Proving Ground via storage media or electronic means. GENERAL TASK DESCRIPTIONS a.The Collective Protection (COLPRO) model, which addresses the modeling and performance of COLPRO facilities against CB threats. The COLPRO model incorporates multiple COLPRO platforms, hazard propagation models, and toxicological endpoints. The model is based upon an architecture that allows for connectivity of multiple disparate model inputs. b.The Dugway Development Detector Test Bed (D3TB) simulates a complete outdoor CB detector test scenario in a distributed constructive environment. D3TB will be utilized at DPG to provide CB detector performance to testers and evaluators in situations where actual outdoor testing is not possible or technically feasible. D3TB will also be utilized at DPG for test planning purposes, and to develop and test enhanced algorithms designed to provide improved referee data products via multi-source data fusion. c.Multiple Source Data Fusion Tools will aid The Test Design and Analysis Branch and Modeling and Simulation Branch at West Desert Test Center at DPG by addressing the need to handle the new data to be produced by test infrastructure upgrades currently being implemented by the Test Grid program. The sensing performance limits of the new referee equipment must be determined and new data fusion procedures and algorithms must be developed, resulting in improved referee data products and, ultimately, more complete CB product evaluations. d.The CB Simulation Suite, which allows for the simulation of multiple chemical or biological sensors and threats in a distributed constructive environment, with all performance and operational parameters selectable by the model user, the output providing a quick and cost-effective evaluation of how a specified sensor (point or standoff) will perform when challenged by the user-defined contaminated environment. e.The Dugway Smoke and Obscurants Model (DSOM) allows smoke and battlefield obscurant hazards to be generated for use in distributed test environments, such as CB Simulation Suite and D3TB.
