Description
The National Institute of Health intends to procure the proprietary TessArray Resequencing Pathogen Microarray (RPM) technology from TessArae, LLC located in Sterling, VA DUNS# 603103040 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible, No Other Supplier or Services Will Satisfy Agency Requirement, 41.U.S.C. 253 (c)(1). TessArae LLC, is the only known source that can develop and test a platform that can detect the presence of 40 or more viral, bacterial, fungal, and protozoan pathogens simultaneously and be capable of detecting new sequence variants of those pathogens and identifying the new sequences. The platform must be optimized to achieve the greatest degree of sensitivity and specificity possible while achieving the highest possible level of multiplicity and flexibility, and generate nucleotide sequence of pathogen-specific genes as the result. The technology intended enables numerous unique capabilities such as utilization of a single sample to identify multiple pathogens, providing definitive genus, species and strain identification, very low false positives, and sensitivity equal to or greater than PCR and culture. The intended procurement will be classified under North American Industry Classification System Code 541711, with a size standard of 500 employees. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). If any small businesses are interested and capable to fulfill this procurement you are encouraged to submit your company capability statement (5 pages or less). All responsible contractors who meet the capabilities cited to perform the requirement, may submit experience, capabilities, and qualifications as outlined above which will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within the ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The proposed award date will be on or before September 30, 2011.
