Description
This acquisition is fixed price procurement for channel widening at Little Mill Creek, Delaware. The project consists of modifying the existing channel by excavating and reshaping the channel to increase the channel capacity. The proposed channel widening will include riprap, erosion control matting and vegetative cover as forms of slope stabilization. From approximately Station 71+00 to Station 75+50 the left bank of the channel looking upstream will be widened approximately 30 feet. The channel will be deepened approximately 2 feet starting at Station 63+25, and widened to a minimum bottom width of 20 feet for a total length of approximately 2,000 feet extending to the Amtrak Railroad Bridge. The stream will begin to follow a new alignment at approximately Station 63+25 and continue to the Amtrak Railroad Bridge. The proposed channel section is trapezoidal, with a 20-foot bottom width and side slopes at a maximum of 3 horizontal to 1 vertical. Approximately 15,000 cubic yards of channel bottom and bank materials will be excavated. A V-shaped low flow channel with a top width of 6 feet and a depth of 1 foot below the proposed channel grade will meander with respect to the centerline of the proposed channel. It will extend downstream until tidal conditions negate its effectiveness which is estimated at Station 59+50. Two sanitary sewer force mains cross the creek at approximately Station 59+50. Both will need to be encased with 12 inch of reinforced concrete that extends approximately 10 LF beyond the channel into the bank. The work includes installation of soil erosion and sediment controls, clearing and grubbing, dewatering, excavation and backfilling, placement of riprap, and erosion control mat and vegetation reestablishment. The project also includes the separate removal/handling of surficial sediments from the downstream end (approximately 350 feet) of the channel that has been impacted by moderate contamination (PCBs/PAHs). This material will need to be sampled and characterized for removal to an appropriate disposal facility. Estimated cost range for this procurement is $1,000,000 to $5,000,000. The NAICS Code for this project is 237990. Issue date is on or about 27 September 2011 with a bid opening date of 11:00 a.m. on or about 27 October 2011. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 1-703-461-2460 or by accessing the following Internet website: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs Central Contractor Registration database as required by DFARS 204.7300. Davis Bacon rates will be applicable to the construction and bonding is required. Please review all bonds and accompanying documents required to be submitted.
