- Request for Information The U.S. Department of Justice (DOJ), Justice Management Division, Human Resources (JMD/HR) seeks to replace its current legacy HR application with an agile and cost effective technical solution in order to reduce its long term cost of ownership. While the initial implementation is envisioned to support the employee population directly serviced by JMD/HR (approximately 2,000), the Department is assessing its HR Information Technology portfolio with an eye toward consolidation and support across the HR Enterprise. JMD/HR is in the planning stages for procurement of automated human resources service modules that will support Human Resources operations and programs while adhering to all DOJ IT security requirements. JMD/HR is seeking an integrated web-based Software as a Service (SaaS), Commercial-off-the-Shelf (COTS), or Government-off-the-Shelf (GOTS) solution (hereafter referred to as "HRMS") that is integrated with the Office of Personnel Management's (OPM) USAJOBs system, the National Finance Center (NFC) payroll system, and possibly the DOJ Learning Management System (LearnDOJ). JMD/HR currently uses a variety of non-integrated systems to process personnel workflow actions including position classification and recruitment, creating position descriptions electronically, posting vacancies to USAJOBs, online/automated submission and tracking of employment applications, automatically generating certificates of eligibles, and other staffing-related capabilities. JMD/HR seeks information from industry about how they would deliver these capabilities and other innovative functionalities and technologies to support HR business processes and operations. Other features of interest include customizable/generic workflow capabilities, online employee on-boarding, performance management, employee relations management, retirement and benefits counseling and processing, time and attendance management, and equal employment opportunity management (See Appendix A, "Module Requirements").
