Description
TRANSPORTATION REQUIREMENTS PACKAGING REQUIREMENTS SOLICITATION This requirement is for the procurement of deck sheave assemblies. NSN: 1710-01-546-9227RN; PN: PL1652. This RFP will result in a 4 year requirements contract with 4 one year option periods. Option Period One: BEQ 1 to 3 EA; Option Period Two: BEQ 1 to 3 EA; Option Period Three: BEQ 1 to 3 EA; Option Period Four: BEQ 1 to 3 EA. Delivery Schedule: 180 Days ARO Order. The proposed contract action is for supplies or services for which the Government intends to solicit sole source to Engineered Arresting Systems Corporation (ESCO). Authority of 6.302-1, Justification: supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other supplies or services will satisfy agency requirements. Technical data is not available for this acquisition. The barrier deck sheave assembly (NSN 1710-01-546-9277) also known as the three roller edge sheave is a subsystem to an aircraft arresting system (BAK-12). The subsystem has no energy absorption capability. The subsystem is used to guide the nylon webbing to a cross runway pendant, a steel wire rope with swaged terminals. The roller edge sheaves are installed next to the runway shoulder to allow the energy absorber to be set back from the runway. This capability prevents a wing obstruction possibility away from the landing aircrafts and reduces the nylon webbing sweep area. The three roller edge sheave is responsible for resisting a cross runway and down runway max load of 63,000 lb during an arrestment. Also, they are designed to allow bi-directional aircraft engagements, which enable the edge sheave diminishes the activity for the purchase of nylon webbing dive is required to prevent the purchase nylon webbing from becoming jammed within the energy absorber during an arrestment, which can be catastrophic is not conducted properly. The three roller edge sheave will assist in reducing the number of nylon webbing drives and decrease aircraft tail hook loadings during the adjusting phase of the engagement cycle.
