Description
Draft Statement of Work Battelle Pacific Northwest Division (Battelle), Management and Operating Contractor of the U.S. Department of Energy's Pacific Northwest National Laboratory (PNNL) is requesting information from prospective Offerors interested in constructing a continuous-flow catalytic hydrotreater for bio-oil and attendant fractional distillation unit in accordance with the attached Draft Specification attached, dated 9/13/11. The proposed reactor system will be used in production of gallon quantities of hydrocarbon fuels for fuel property testing. The system will be designed and constructed based on scale-up of the existing bench-scale unit in use in PNNL's Chemical Engineering Laboratory (CEL). INFORMATION REQUESTED: Information requested from potential Offerors is part of a market research effort to identify preliminary design recommendations and specifications, incorporating state-of-the-art operation for high-pressure processing operations at CEL, reducing overall cost, and meeting programmatic delivery and financial requirements. Please address each draft specification by number, providing the most detailed information available for each requirement. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Battelle does not intend to award a contract on the basis of this RFI, or to otherwise pay for information received in response to this RFI. Battelle will determine Request for Proposal specifications based on the final technical and financial requirements. Please provide your questions or need for further information as well as your expression of interest to the attention of the point of contact above. Battelle expects that financial or other considerations for not meeting the final specifications will be required in any contract resulting from the Request for Proposal. The following types of technical, cost, and delivery information are requested: 1. Offerors are requested to provide an indication of interest and all contact information for any resultant Request for Proposal. 2. A description of current experience, knowledge and capabilities directly applicable to the construction of demonstration scale processing systems for catalytic hydroprocessing of bio-oil (fast pyrolysis bio-oil from biomass, CAS RN 1207435-39-9) and fractional distillation of hydrocarbon fuels. 3. A short discussion identifying preliminary design recommendations, potential specification improvements, and any other information considered relevant to final design. 4. A description of the construction methodology, HAZOP capabilities, materials of construction, welder certification, shop fabrication certifications. 5. Description of any other information or options which could achieve the highest performance and lowest overall cost to Battelle for the desired processing system. 6. Suggested power requirements and ability to meet the requested 108/240 Volt power specification. 7. Description of heating and cooling systems and any improvements anticipated in design. 8. Estimated cost range for the hydrotreater system as well as the distillation unit. 9. Information concerning current customer site installation capabilities. 10. Delivery plan to meet a delivery no later than 6 months ARO. 11. Brochures and other information providing descriptions of equipment, pricelists, etc. for similar equipment previously produced. 12. Any other information considered relevant.
