- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for an Anritsu MS2035BVNA-Spectrum Analyzer or equal that is a portable, hand held, 6 GHz 2-Port/ 1 Path VectorNetwork, Spectrum, Power, Modulation, Interference, Demodulation Analyzer with CoverageMapping capability. The Anritsu analyzer is required by NASA to facilitate development,validation, acceptance testing, as well as, Integration and Test (I&T) and fieldtroubleshooting/characterization of the LADEE spacecraft communications components andsub-system. The offered Analyzer must have the following characteristics:1. Internal Battery and External AC Power. 2. Fully Integrated Product.3. 2-Port, 1 Path Vector Network Analyzer (VNA). 500KHz 6GHz.4. Fully Separate Spectrum Analyzer Functionality. 100 KHz 6GHz.5. Internal Bias Tee Functionality6. Vector Voltmeter Functionality7. High Accuracy RF Power Meter Functionality8. Interference Analyzer Functionality9. Channel Scanning Functionality10. Coverage Mapper w/ GPS Functionality11. Distance Domain Mode Measurement Functionality12. AM/FM/PM Demodulation Analyzer Functionality13. EtherNet Based Remote Interface FunctionalityThe VNA-Spectrum Analyzer shall include the following parts:1. Vector Network / Spectrum Analyzer, Portable 6 GHz2. Tee, Bias (Option 10)3. Voltmeter, Vector (Option 15)4. Power Meter, High Accuracy (Option 19)5. Analyzer, Interference (Option 25)6. Scanner, Channel (Option 27)7. Receiver, GPS (Option 31)8. Connectivity, Ethernet (Option 411)9. Mapping, Coverage (Option 431)10. Measurement, Distance-Domain (Option 501)11. Demodulator Analyzer, AM/FM/PM (Option 509)12. Power Sensor, USB True RMS (-40dBm to +23dBm)13. Antenna, GPS Active14. Cable, Armored Test Port Extension, 1.5M15. Open/Short/Load, Precision Load, PrecisionAdapter, Precision Calibration, Premium (Option 99).The provisions and clauses in the RFQ are those in effect through FAC 2005-53. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334515 and500 employees respectively. The offeror shall state in their offer their size status forthis procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA Ames Research Center, Building 255, Moffett Field, CA 94035-0001 isrequired within 6 weeks ARO. Delivery shall be FOB Destination.Offers for the items(s) described above are due by Friday, September 23, 2011, no laterthan 1:00 PM Pacific Time, to the buyer, Huy Ton, email Huy.T.Ton@nasa.gov, and mustinclude: a firm fixed price for the required item, solicitation number, proposed deliveryschedule, discount/payment terms, warranty duration (if applicable), taxpayeridentification number (TIN), identification of any special commercial terms, and besigned by an authorized company representative.Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference.. Please noteparagraphs (j) and (k) that require all offerors to have a DUNS number and current CCRregistration. Offeror must indicate NAICS 334516 in its CCR registration.If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin.Offerors shall provide the information required by FAR 52.212-3 (May 2011), OfferorRepresentations and Certifications - Commercial Items with their offer.
