Description
This is a combined Synopsis/Solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. Proposals are being requested and Solicitation No. R12PS30012 will be issued simultaneously with this announcement. The RFP will be issued on the Federal Business Opportunities (FBO) page via www.fedbizopps.gov. The FBO Page will link back to The Department of Interior's National Business Center (NBC) where you will be able to see and download the applicable documents. You may go directly to NBC using the following link: http://ideasec.nbc.gov.This solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-53 effective August 4, 2011. This acquisition is unrestricted. The NAICS code is 71212, Historical Sites. Small Business Size Standard is $7M. A single firm-fixed-price award is anticipated to be made as a result of this solicitation. The Bureau of Reclamation, Lower Colorado Region, has a requirement to conduct a study to determine what is causing the deterioration of the Monument Plaza located on the Nevada side of Hoover Dam. In performance of the study, tests will be conducted to determine the current construction, condition and stability of the Monument Plaza, and providing recommendations varying from preservation to restoration. The solicitation package shall have four (4) attachments and will contain a complete description of the requirement and instructions to offerors on to submit their offers. There will be no public bid opening as competitive proposals will be evaluated and award will be made using best value source selection criteria. A firm's technical merit will be evaluated and will carry more weight in the award evaluation process than price. A firms technical evaluation factors must be addressed by each offeror in their technical proposals:1. Relevant Experience of the Company & Key Personnel2. Technical Approach3. Relevant Past Performance Site Visit: To assure that offerors fully understand the scope of work and work site conditions, Reclamation will hold a Pre-Bid Site Visit on Wednesday, September 28, 2011 at 8:30 a.m. It is strongly recommended that all prospective offerors attend the Pre-Bid Site Visit to examine access to the work, and the location of the work. All attendees shall meet at the flagpole across the street from the Hoover Dam Visitors Center. If you are planning to attend the Pre-Bid Site Visit please RSVP your intention to do so by no later than Monday, September 26, 2011 by contacting Dine Rodriguez with the names of the individuals who will be attending by email to dlrodriguez@usbr.gov or by phone at (702) 293-8368. Parking fees in the parking garage will be waived only if you have provided company information by the requested date above. All amendments to the solicitation will be available through the FBO website, which will link you back to the NBC page.
