Description
The requirement for The Armed Forces DNA Identification Laboratory (AFDIL) is for scheduled test kits shipped at specified dates (vendor dependent) to include testing materials and reagent kits. Collaborative Testing Services (CTS) is an American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB)-approved proficiency test provider. These tests will be used to meet accreditation criteria which require that scientists are tested to the full extent of their casework activities, at least twice each year (with specific intervals between). The CTS tests being ordered allow for autosomal STR, YSTR, and mtDNA testing as performed by our casework scientists. The ordered tests are scheduled to allow us to spread the proficiency tests throughout the year as required for accreditation, as well as preventing casework delays that would occur if proficiency tests arrived all at one time. The Forensic Biology Series will contain two known bloodstains and two suspected dried body fluid stains. The DNA Sample Specific Series will contain two known bloodstains and two questioned stains that are pre-screened. Participants may report results for screening tests and STR/YSTR/mtDNA analyses. Current Blanket Purchase Agreement is W81K0410A0001 administered by MEDCOM is due to expire 02 Nov 11. This award will be for a new firm-fixed price Requirements Indefinite Delivery contract in support of the Armed Forces Medical Examiner System (AFMES), Armed Forces DNA Identification Laboratory (AFDIL), currently located in Rockville, MD. Beginning June 2011, the AFMES will begin transition operations to Dover AFB, DE. These funds are obligated only upon the issuance of delivery orders. The contract will include a one-year base period with four one-year option periods. The proposed contractor for this action is Collaborative Testing Services, Inc. The primary mission of the Armed Forces DNA Identification Laboratory (AFDIL) is to support the Office of the Armed Forces Medical Examiner in their role to properly identify and return fallen US service members throughout the world, to include missing service members of the past conflicts of World War II, Korea, and Vietnam. With this mission, the AFDIL is an accredited forensic laboratory, holding accreditations through the College of American Pathologists (CAP) and the ASCLD/LAB. The DNA Act of the 1998 Crime Bill establishes that each DNA casework analyst must be proficiency tested every 180 days. This is the language echoed by the FBI's DNA Laboratory Quality Assurance Standards document, and mandated compliance by the AFDIL is required in order to maintain accreditation status. CTS is the proficiency tests provider that have been recognized by the accrediting agencies, ASCLD and CAP, to provide forensic biology screening in short tandem repeat (STR), Y-STR, and mitochondrial DNA (mtDNA) for AFDIL. Specifications for Collaborative Testing Products Forensic Biology and DNA Tests All sample sets shall contain two known bloodstains and two suspected dried body fluid stains. Shall enable participants to report results for screening tests and STR/YSTR analyses for all tests. Shall provide mtDNA testing on select test offerings. The known bloodstain samples shall be dried on either FTA Micro cards or cloth substrates. Vendor should structure its forensic biology offerings to assist laboratories in meeting the DNA Advisory Board (DAB) FBI Quality Assurance Standards (QAS) test frequency requirements. Specific series shall be scheduled so that participants can choose tests from either series and remain in compliance with those requirements. A new addition to the Forensic Biology discipline is our Body Fluid Identification test series. All sample sets will consist of four items containing suspected dried body fluid stains on swab substrates and two items containing suspected body fluid stains on clothing evidence pieces. Participants may only report results for screening tests. All capability statements received by closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Based on the above information, the only technically acceptable supplies and reagents can be provided by Collaborative Testing Services, Inc. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
