Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This requirement is being issued under the Simplified Acquisition Procedures as a Brand Name or Equal per FAR 52.211-6. It is strongly advised that you review FAR Clause 52.211-6 Brand Name or Equal (Aug 1999) for information regarding what must be included with your quote if you are submitting an equal to offer. This acquisition shall be a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 336214 with a size standard of 500 employees. All prospective bidders must be actively registered in the Central Contractor Registration (CCR). Offerors may register online at https://www.bpn.gov/ccr/default.aspx. The manufacturer of the Brand Name or Equal items being solicited is Continental Cargo for the Mobile Command Trailer and American Honda Motor Company Inc. for the Generator. Offerors proposing to furnish other than the brand name items being solicited shall provide sufficient technical literature to enable the government to determine that the proposed items meet or exceed all of the minimum salient characteristics of the brand name items being solicited. The quotation shall consist of two Contract Line Items Number (CLINs): CLIN 0001, Quantity: 2, Unit of Issue: Each, Description: Mobile Command Trailers, part number TW8520TA2 CLIN 0002, Quantity: 2, Unit of Issue: Each, Description: Honda Power Generator, part number EU6500iS All quotations shall include any transportation costs to Otay Mesa, Ca and Calexico, CA. This solicitation is being issued as a Request for Quotation (RFQ). Offers shall be clearly marked with RFQ referencing number DTMC75-11-Q-00093. Department of Transportation Acquisition Regulation (TAR) clauses 1252.217-74 Subcontracts; 1252.237-70 Delivery of the requested items must FOB Destination and delivery no later than 30 days after the contract award. The following Federal Acquisition Regulations (FAR) provisions at 52.212-2, Evaluation of Commercial Items, applies to this acquisition. The following evaluation factors will be used for the award of this acquisition listed in descending order of importance: 1) Technical Specifications; and 2) Price; and 3) Delivery Schedule. Offerors must include a completed copy of the provision at 52.212-3, OfferorsRepresentations and Certifications-Commercial Items with its offer. FAR Clause 52.212-4 Contract Terms and Conditions -Commercial Items applies to this acquisition. FAR written notice of award or acceptance of an offer mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, is incorporated by reference into the solicitation. The following clauses are incorporated by reference as addenda to 52.212-4: 52.204-2, Security Requirements; 52.216-31, Definitions; 52.203-5, Covenant Against Contingent Fees; 52.203-7, Anti-Kickback Procedures; 52.204-6, Data Universal Numbering System Number; 52.204-7, Central Contractor Registration; 52.216-24, Limitation of Government Liability; 52.216-25; 52.203-6, Restrictions on Subcontractor sales to the Government; 52.225-13, Restrictions on Certain Foreign Purchases; 52.233-2, Service of Protest; 52.233-3, Protest After Award; 52.233-4, Applicable Law for Breach of Contract Claim; 52.219-3, Child Labor ; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration. Quote is due no later than 12:00 p.m. on September 22, 2011. Your quote should be submitted electronically to Lorraine.wilson@dot.gov. It is each Offerors responsibility to ensure their offer is received (in total) by the Contract Specialist prior to the deadline.
