- Hawaii Army National Guard intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Smiths Detection, Inc. for the purchase of one (1) each TravelIR II HazMat Chemical Identifier partnership Package and one (1) each Sealable Pressure Device, including all associated parts, software updates, 4- yr warranty, training, and support for these instruments. Attached is the sole source justification. Delivery is FOB Destination, Kapolei, Hawaii and is required within 45 days after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The Government intends to solicit and negotiate directly with Smiths Detection. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities, list of supporting supplies, and quotation/estimate. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this requirement based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to jesse.sannicolas1@us.army.mil. If no responsive statements are received by September 20, 2011 at 8:00 pm (EST), an award shall be made to Smiths Detection.
