Description
Background Widely considered the "heart of the contract," the Statement of Work (SOW) is the foundation of the relationship between buyers and sellers. The purchase or sale of products and services can only be executed by skillfully creating the SOW document. The contracting offices within the Department of Veterans Affairs Southwest Healthcare Network (West Texas, Arizona, and New Mexico) routinely view thousands of SOWs every year submitted by end-users that are requesting products and/or services. Description The VA is seeking an in-person professional course that focuses upon developing the key document in acquisition process, a statement of work (SOW), and stresses legal do's and don'ts as well as procedures and steps for developing clear, complete, and concise SOWs for new acquisitions and task orders. The training will prescribe a SOW template, a practical approach for identifying and gathering information for each component, and, where practical, how to add performance measures and incentives. Key Topics "Identify their role, responsibilities, teaming arrangements in developing SOWs. "Identify essential SOW components and their interrelationship. "Conduct market research. "Apply step-by-step procedures to capture SOW information including the POWER approach, job analysis, and work breakdown. "Specify deliverables including hardware, software, technical data, and reports. "Create, if practical, performance measures tied to quality and timely performance. "Create, where appropriate, monetary and non-monetary performance incentives. "Format SOW information and use a style appropriate for each component. "Perform a comprehensive and effective edit. "The Basics of SOWs in Business "The essential elements of a contract "Basic concepts in contract law "Categories and types of contracts "Uncertainty and risk in contracting "Conflicts in contracts "Contract interpretation guidelines "The Purpose of the SOW "Buyer versus seller perspective of the SOW "Importance of the SOW "The Evolution of the SOW "Determining needs from wants "Leveraging objectives into requirements "Evolution of the SOW "Identify common errors found in inappropriate, confusing or misconstrued narratives "Employ easy techniques and "best practice" methods that will maintain high quality in your SOW documents "Recognize what a "breach of contract" entails "Assist others in critiquing SOWs for quality, clarity and completeness "Utilize information on how the courts historically interpret disputes in contract language according to long-standing principles. Audience "General VA employees and Contracting Officer's Technical Representatives (COTRs) that routinely submit SOWs to the VA contracting staff. "The Professional Instruction/Training class will be offered at a minimum two (2) times and a maximum of seven (7) times from November 1, 2011 thru September 30, 2011 occurring within the West Texas, Arizona, and New Mexico region. "Classes will have a maximum of 15 participants Requirements of the Instructor Direct experience in developing and deploying training in the field of Acquisitions. Including: "simplified acquisition, "COTR/Project Officer, "work statement writing, "cost estimating spanning R&D "IT acquisition, and "support services.
