- DLA Distribution Acquisitions (J7), 2001 Mission Dr., New Cumberland PA 17070 intends to issue an award under FAR 12 - Acquisitions of Commercial Items and restrict competition pursuant to FAR 13.106-1(b) - Soliciting From A Single Source. DLA Information Operations at new Cumberland, PA requires the renewal of the Micro Focus software maintenance to maintain the web front end to the Distribution Standard System (DSS) mainframe that supports DLA Distribution in meeting DLA and DOD missions. DLA Information Operations requires the renewal of Micro Focus software maintenance on the EnterpriseLink Developer Support, EnterpriseLink Deployment Support, and Studio for Mainframe Migration Support. DLA Information Operations New Cumberland/Ogden is responsible for development of the Distribution Standard System (DSS) mainframe and mid-tier system including the web front end piece. Micro focus EnterpriseLink and Studio for Mainframe Migration are used for the development of the APS source code used by DSS mainframe and mid-tier system. DLA Information Operations New Cumberland/Ogden must keep up with the constant upgrades and new development in this software in order to continue the development of the DSS mainframe and mid-tier system. Micro Focus is the publisher and manufacturer of the Micro Focus software being utilized by Information Operations New Cumberland/Ogden to develop the DSS mainframe and mid-tier systems web screens and maintaining the Micro Focus source codes. Micro Focus is the only that manufacturers the software and is the only company that provides authorized maintenance on the software. Any cost savings associated with procuring another software platform would outweigh the costs associated with compatibility testing among the other DLA and DOD systems, reprogramming of existing software modules currently developed with the Micro Focus software, testing the new software and applications, and training of DLA and DOD personnel using the system. This acquisition is being restricted to Micro Focus, Inc., 700 King Farm Blvd Ste 400, Rockville MD 20850-3334 pursuant to FAR 13.106-1 - Unique supplies or services available from only one source or only one supplier with unique capabilities. Only Micro Focus, Inc. can meet the agency requirements. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this effort is 511210 with a small business size standard of $25,000,000. All responsible sources may respond by submitting qualifications/capabilities of the company to provide the Micro Focus software maintenance by 23 September 2011 at 12:00 PM Eastern to Alan Noble, Acquisition Operations, DDC J-7, J Avenue, Bldg 404, New Cumberland, PA 17070, Phone: 717-770-4092, FAX: 717-770-5689, or e-mail: Alan.Noble@dla.mil for consideration by the agency.
