- NAICS Code: 541690 The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source purchase order for the Office of Chemical Safety and Pollution Prevention (OCSPP) Office of Pollution Prevention and Toxics (OPPT) under the authority of FAR part 13.106-1(b) to Chemical Abstracts Service (CAS) for Intellectual Property and Sci-Tech Information via a data base system. The EPA requires a 12-month subscription to the CAS STN data system. The Period of Performance will be from Oct 1, 2011 through Sept 30, 2012. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that CAS is the only source for this data that meets the Governments requirements. No other source has been located which can provide as robust data that is required. Notwithstanding, any firm that believes it is capable of meeting EPAs requirement as stated herein, may submit its capability by 12:00 PM on Wednesday, Sept 21, 2011, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
