- Intent to Sole Source - W91247-11-P-0245 SUBJECT: Air Lift Ticket, Fort Bragg, North Carolina The Mission Contracting Office-Fort Bragg (MCO-FB), located at Fort Bragg, NC, intends to negotiate a firm-fixed price contract on a sole source basis (as prescribed in FAR 6.302-1) with Raeford Aviation under contract number W91247-11-P-0245 to provide skydiving / freefall aircraft lift tickets for the United States Army Parachute Team (USAPT) located at Fort Bragg, North Carolina. This requirement will have a period of performance that begins no later than 30 September, 2011 through 29 September, 2012. This requirement will require the contractor to provide commercial aircraft transportation and a drop zone that must be published in the Code of Federal Regulation 32 CFR 861 and DOD Directive 4500.53. The contractor must be a DOD approved certified carrier. The contractor shall provide a total of 500 aircraft lift tickets. The contractor shall have a drop zone located within 20 mile radius of Fort Bragg and open 24 hours a day to reduce adversely impact to the USAPT mission. The North American Industry Classification System (NAICS) code for this acquisition is 711320, "Promoters of Performing Arts, Sports, and Similar Events without Facilities" with a small business size standard of $7.0 million. Responses to this notice must be received no later than Tuesday 20 September 2011, 5:00 p.m. Eastern Daylight Time. This notice of intent is not a request for competitive proposals or a solicitation of offers.
