Description
The Fleet Logistics Support Center Norfolk, Philadelphia Office, intends to solicit on a sole source basis, in support of the US Naval Academy, a requirement to provide services in support of the 30 non-revenue generating NCAA varsity sports programs, the Naval Academy ™s physical mission, facility management and commissioning week support provided at the Navy-Marine Cops Stadium. Since 1996, the Naval Academy ™s relationship with The Naval Academy Athletic Association (NAAA) has been managed and executed via an Operating Agreement between the two parties. The agreement, is by and between the Superintendent, United States Naval Academy (USNA) and the Naval Academy Athletic Association (NAAA), an independent, public non-profit organization qualified under Internal Revenue Code 501(c)(3), with headquarters at the US Naval Academy, Annapolis, Maryland. The purpose of the agreement is to set forth (1) the conditions under which NAAA shall operate at USNA, (2) the support that USNA as a host activity shall provide to NAAA as a tenant activity, and (3) the support and funding responsibilities of USNA and NAAA for execution of the physical mission. The objective of the NAAA is to administer the physical mission, a fundamental pillar of USNA ™s mission, as well as to promote and assist in financing the athletic program of the US Naval Academy in accordance with the policy of the Superintendent. Therefore, the agreement setting forth the respective responsibilities and interests of USNA and NAAA with respect to operation of the physical mission, including the Physical Education program, Varsity sports, Club sports, and athletic facilities, is of mutual benefit to both parties. USNA has drafted a Title 10 legislative proposal which has been submitted to the Office of Legislative Affairs (OLA) with the VCNO office sponsoring the USNA's legislative request package. The long term solution is a "Cooperative Agreement" between NAAA and USNA, executed by the statutory authority permitted under the Federal Grant and Cooperative Agreement Act (31 U.S.C. 6301-6308) as implemented in the DoD Grant and Agreement Regulations (DoDGARS 3210.6-R). This Cooperative Agreement is scheduled to be implemented on or before 01 OCT 2013; therefore, contract coverage until then is required on a sole source basis with NAAA. The Navy intends to solicit for a firm fixed price (FFP) type contract for a base period of one (1) year, with two (2) 12-month option periods. The anticipated contract award start date is 01 OCT 2011. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with NAAA for this requirement. This procurement will be a follow-on to contract N00189-11-C-Z040. The applicable North American Industry Classification System (NAICS) Code is 813990. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government.
