Description
The United States Department of Agriculture - Animal Plant and Health Inspection Service (APHIS) Plant Protection Quarantine (PPQ) office in Hilo, HI anticipates a sole source procurement under the authority of FAR 6.302-1 for the following requirement: Upgrade of Tracer system used to certify Vapor Heat and Forced Hot Air Chambers which includes 150 Loggers - MPIII 4 inch Rigid Bullet Tapered Tip -20 to 140C(tracers), 2 DT Pro MPIII PC Interface; 2 DT Pro Basic, and accessories TRACERS are used for certifying vapor/dry heat chambers for exporting papayas to the US mainland from Hawaii in order to maintain probit 9 requirements. The system is required to be upgraded because it will not be serviceable after 2011. A discount of $400.00 per TRACER was offered. TRACER system has been utilized in Hawaii and the Philippines since 1995 to ensure these chambers are in proper working order. Total Upgrade is required which does not include government lap tops. New software, 150 individual TRACERS and two interfaces to program and read the information. TRACERS are wireless micropak temperature devices used to collect temperature data to ensure all chambers are working correctly. Current system will not be maintained/serviced by Mesa Laboratories due to obsolete service equipment: therefore, we need to upgrade this system to continue to provide certification for US and Japan work plans that require certification of chambers every two years. We have nine chambers that require certifications in Hawaii. System is used locate inefficient areas in chambers that could be problematic if not located. TRACERS provide the information to locate these locations to ensure probit 9 requirements for exporting papayas to the US mainland and other foreign countries. Units must be completely water proof, easily transported, have the ability to provide information by the minute, and the power source( battery) replacement must be done at the local level. Transportation of units must be limited to small containers. Units must be able to be tested for accuracy in a water bath at the local PPQ Office. Probes must be a specific length to ensure proper placement into the papaya seed cavities. Ability to collect data for 16 hours of more. The current order is for 203,226.00. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
