- The Internal Revenue Service (IRS) intends to issue a sole source firm-fixed price purchase order for the below list of software maintenance of Athene/Unix & Windows software tools to NETfusion, Inc. (1) Control Center (FY11) Software Maintenance, 12 months of maintenance, 4 each, (2) Sentinel (FY11) Software Maintenance, 12 months of maintenance, 1 each, (3) Explorer (FY11) Software Maintenance, 12 months of maintenance, 6 each, (4) Analyst (FY11) Software Maintenance, 12 months of maintenance, 6 each, (5) Planner (FY11) Software Maintenance, 12 months of maintenance, 6 each, (6) Auto Reporter (FY11) Software Maintenance, 12 months of maintenance, 2 each, (7) Trend (FY11) Software Maintenance, 12 months of maintenance, 1 each, (8) Acquires Enterprise License, (FY11) Software Maintenance, 12 months of maintenance, unlimited license, and (9) Technical Services (FY11) Software Maintenance, 12 months of maintenance, 10 each. The period of performance is 10/1/11 – 9/30/12. This purchase order will be made on a sole source basis under the authority of FAR Part 6.302-1 (c) brand name and FAR 11.105. The Athene/Unix & Windows will be used to perform an entire spectrum of data collection, data warehousing, performance alerting, performance analysis, modeling, capacity planning and detailed long term statistical analysis. The continued maintenance and support services for the current Athene/Unix & Windows software tools are necessary to in order to carry out the necessary capacity analysis support required without interruption or system down time. The use of Athene/Unix & Windows software tools is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. The IRS Tier II Capacity Management Section has identified NETfusion, Inc of Brookeville, MD as the sole source for the Athene/Unix software system – along with all its components and services and is a proprietary set of software modules (including Athene, Control Center, Sentinel, Explorer, Analyst, Planner, Auto Report, Trend, Custom DB and Acquire). Responsible sources who believe they can provide the required products may submit a written capability statement, via email, by 5 pm ET on September 16, 2011. Telephone inquiries will be considered non-responsive. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to NETfusion, Inc.
