- PR 0043078607. Request for Proposal SPM4A6-11-R-0350, will be solicited for award of a Firm Fixed Priced Contract for NSN 5820-01-500-7012, Buoy, Radio Transmitting. This NSN is a 1-G, fully competitive item and is procured IAW Type Number PS7604864. Solicitation will be issued as a 100% Small Business Set Aside utilizing Full and Open Competition After Exclusion of Sources. The purchase request quantity is 54 each. A Quantity Option does not apply. Quantity variance is plus/minus 0%. Delivery: FOB Destination, Inspection and Acceptance at Origin. Contractor First Article Testing (FAT) is required. A sample of 2 each is to be tested. FAT is to be forwarded to: DEFENSE SUPPLY CENTER RICHMOND ATTN: CLIFFORD MYERS 8000 JEFFERSON DAVIS HIGHWAY RICHMOND, VA 23297 The required delivery schedule is as follows: FAT Plan 30 days, Govt evaluation of FAT plan 90 days, FAT Report 90 days, Government evaluation of FAT Report 30 days, production after FAT approval 245 days. The total delivery is 485 days. This is not a Critical Safety Item (CSI). The final contract award decision will be based upon a combination of price and past performance. Subcontracting plan is not required. Certified Cost or Pricing data is not required. EEO clearance is not required as the dollar threshold has not been met. Progress Payments are not included as the conditions at FAR 32.501-2(c) have not been met. Synopsis was posted to Federal Business Opportunities on September 14, 2011. The solicitation issue date is September 29, 2011. The closing date is October 31, 2011.
