- Description
- The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition. The TAC intends to award a sole source Firm-Fixed-Priced contract to Innovative Management Concepts (IMC), 21400 Ridgetop Circle, Suite 210, Dulles, VA for One-VA Technical Reference Model (One-VA TRM) support services for VA's Office of Information and Technology (OIT) Architecture, Strategy, and Design Office (ASD). IMC will provide administrative support and technical support services in support of the maintenance, enhancement and implementation of One-VA TRM. The One-VA TRM is one component within the overall EA that establishes a common vocabulary and structure for describing the IT used to develop, operate, and maintain enterprise applications. Moreover, the One-VA TRM, which includes the Standards Profile and Product List, serves as a technology roadmap and tool for supporting OIT service designers and project managers. The One-VA TRM is a component-driven, technical framework categorizing the standards and technologies that support and enable the delivery of EA Service Components and IT capabilities. VA Standard Profile prescribes a set of Technical "Patterns" and best practices for use in Application Development, Network Infrastructure Components, and Server and Database Configurations. Profiles identify applicable standards, permit extensions by and/or restrictions by exception, and provide detailed direction on how to use clauses, options and parameters of the base standard(s). The North American Industrial Classification (NAICS) for this effort is 541519. Pursuant to authority 41 U.S.C. 253 (c) (5), 38 U.S.C. 8127(c), and Veterans Affairs Acquisition Regulations (VAAR) 819.7007, Service-disabled veteran-owned small business set-a-side procedures, the Contracting Officer can award contracts on a sole source basis to a Service Disabled Veteran Owned Small Business( SDVOSB) under the Veterans First Program if the Contracting Officer has a reasonable expectation that the contractor is a responsible source and contract award can be made at a fair and reasonable.
