- Notice of Intent September 14, 2011 This is a Notice of Intent of The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, 10701 East Blvd, Cleveland, Ohio 44106 to negotiate sole source with Scanlan for the procurement Thorascopic Fluoroscopy Tray. The government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 6.302-1. This purchase of these instruments/supplies are being procured on a sole source basis due to Scanlan's proprietary rights to the thorascopic trays and instruments/supplies and is the only vendor that distributes this product. This procurement will be synopsized on Federal Business Opportunities of intent to sole source and invites anyone who can provide for procurement to contact the VA Contracting Officer for consideration. Other persons may identify their interest and capability to respond to this requirement by Friday, September 16, 2011 at 4:00 pm E.S.T. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. No solicitation will be made available and all information shall be furnished at no cost or obligation to the government. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. All inquiries must be submitted by email to Contract Specialist Glen E. Johnson at glen.johnson@va.gov prior to Friday, September 16, 2011 at 4:00 pm E.S.T. procurement close date.
