- Description
- The United States Department Agriculture (USDA), Agriculture Research Service (ARS ), National Agricultural Library (NAL) intends to negotiate and award on a sole source basis, a one (1) year Firm Fixed Price contract for electronic journal access via the internet. Award is pursuant to 41.U.S.C.253(c)(1)-Only One responsible source and no other supplies or services will satisfy agency requirements which is Nature Publishing, Inc. The contractor is required to provide the following titles: 1) Nature (including Nature News), 2) Nature Biotechnology, 3) Nature Genetics, 4) Nature Immunology, 5) Nature Medicine, 6) Nature Methods, 7) Nature Reviews Genetics,8) Nature Reviews Immunology, 9) Nature Reviews Microbiology, 10) Cell Research, 11) European Journal of Clinical Nutrition, 12) Heredity, 13) International Journal of Obesity, 14) Lab Animal, 15) The EMBO Journal and EMBO Reports and 16) The ISME Journal. Access shall be for all USDA employees, contractors, authorized public on-site users, cooperators, and volunteers working on behalf of USDA. All USDA locations worldwide are considered authorized users. In addition to internal use, authorized users have the right to use journal content for ordinary business, scholarly and educational purposes of the Government, including but not limited to viewing, printing, saving, reusing and disseminating content. Access shall be 24 hours per day and authorized users will gain access to journals through the IP recognition authentication process without any impediments. The contractor shall grant Perpetual Data Rights to the above titles. The contractor shall also grant post-subscription access to the subscribed-to content and access must survive the expiration of the contract. Content published within the subscription period shall be vendor supplied electronic files and delivered in a mutually agreed to electronic medium and format. Electronic access shall be provided with a period of performance of September 30, 2011 through September 29, 2012. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items. No solicitation will be issued. Responses are to be received within 5 days of this notice.
