- Description
- NASA/GSFC has a requirement for ALSv2 Lidar System, Quantity 1. Specifications:Specifications:Small form factor, light weight, and portable.This lidar must be able to easily deployto very remote regions.Wavelength: UV VIS (355 and/or 532 nm) requiredMust be eye safe at exit aperture of the lidarSignal to noise and dynamic range must enable profiling of the boundary layer and thincirrus during both night and day time (including worse case scenarios such as tropicalsummer).Elastic backscatter profiling capability for at least one wavelength. Preference given toadditional raman capability if possible. Single wavelength backscatter plus ramancapability is more desirable then multi-wavelength elastic backscatter with no ramancapability.Depolarization capability for at least one wavelength is requiredEnvironmental enclosure required. Lidar must be delivered with associated enclosureallowing all weather operations (with the exception of sever storms, etc).Data system: Real time data display is required, with raw data archiving on local laptopcontrol computer. Lidar and enclosure setup must allow internet connection for commandand control of the lidar, and data communications. Resolutions: raw data must be acquired at 75 m vertical resolution (or better), and 1minute temporal resolution (or better) Lidar must be capable of continuous, long term, automated operations with minimal userinteraction.Calibrations or processing information must be provided to enable the raw photon countdata to be converted to range and energy normalized standard lidar signal. Performancegiven to lidars that are capable of generating NETCDF, HDF, or similar output files in aformat matching MPLNET standards for raw or Level 1 data.NASA/GSFC intends to purchase the items from Ecotronics Ventures LLC. Ecotronics is theauthorized US distributor of the currently used older version of the ALS lidar. Thislidar has proven to be capable and meets our current requirements. There is no otherknown source that has developed similar Lidar capability in small, autonomous lidarssuitable for network operations.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 23, 2011.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
