The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUD: This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A), Patrick Air Force Base, Florida with duty station in Perkasie, Pennsylvania. It provides aircraft quality assurance and safety oversight for the remanufacturing, modifications, and overhauls of the S-61/H3 rotary wing aircraft at the Sikorsky / Carson Helicopter facility in Perkasie, Pennsylvania and act as the on-site technical representative of the INL/A Maintenance Manager. The incumbent will participate on Government Acceptance Test Flights (ATF) and could be tasked to provide technical support, worldwide in support of the Department of State Rotary Wing Maintenance Program. The incumbent performs duties in accordance with INL/A Maintenance Directives, the Federal Acquisition Regulations (FAR), and applicable technical manuals. PURPOSE: The purpose of this personal services contract position is to provide aircraft quality assurance and safety oversight for the re-manufacture of INL/A rotary wing aircraft and act as the on-site representative of the INL/A Maintenance Manager. Additionally the incumbent will perform initial, in progress and final government acceptance inspections and could be tasked to provide inspections worldwide in support of the Department of State International Narcotics and Law Enforcement Affairs, Office of Aviation programs. The incumbent performs duties in accordance with INL/A Maintenance Directives, the Federal Acquisition Regulations, and applicable technical manuals and Army Regulation 95-20. SUPERVISOR CONTROLS. The incumbent works under the direct supervision of the INL/A Maintenance Manager. The Maintenance Manager provides general direction in terms of broadly defined aviation policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is to be correct and results will be reviewed for timeliness and effectiveness. This is a field position, and the incumbent will perform oversight duties at contractor location. 2. STATEMENT OF WORK Apply specialized and professional knowledge, within a frequently time-sensitive and time critical environment, in the analysis of manufacturing and conformance issues. Due to the nature, critical needs, and interaction of all facets of the INL Aviation Program, the job requires comprehensive oversight of production schedule adherence. Assures that the contractor maintains an effective Quality Assurance Program. Performs audits on the contractor's processes to determine conformance to approved standards. Develops Quality Assurance Surveillance Plan (QASP) that incorporates risk mitigation based on pre-defined inspections and/or audits. Acts as the Department of State representative on Material Review Boards. Knowledge of complex products including pertinent quality characteristics, manufacturing methods and techniques, special processes, inter-relationships of functional parts or subassemblies, and measurement/testing techniques. Reviews and evaluates discrepancies to determine if within contract scope. If not, annotates repairs as Over and Above (O&A) after resource allocation determination. Unresolved cases will be forwarded to the INL/A Maintenance Manager with recommendations in accordance with applicable regulations. Reviews and makes suggestions to the Maintenance Manager for his approval on changes to contractor engineering diagrams after coordination with the INL/A Maintenance Manager. Knowledge of functional policies, principles, mission objectives, and administrative guidelines, such as the Federal Acquisition regulation and supplements, agency and organizational regulations/procedures, to provide technical advice and assessment of operational effectiveness that facilitate continuous process improvement. Issues, tracks, and evaluates supplier responses, Participates in Configuration Control Boards and provides recommendations to the INL/A Maintenance Manager Performs Government acceptance (DD Form 250) of aircraft, components, and deliverables as specified in the aircraft re-manufacturing contract. Coordinates evaluations and inspections by outside agencies such as the Federal Aviation Administration, General Services Administration, Office of the Inspector General and the General Accounting Office. Resolves issues resulting from audit and inspection activities for the Office of Aviation. Evaluates processes and makes recommendations for effective organizational changes. Ensure Contractor compliance with AR 95-20 and execute the duties of the Government Flight Representative in accordance with the Ground and Flight Risk Clause as applicable. Prepare periodic contractor performance/quality reports for the Maintenance Manager. Perform flight duties as Pilot-in-Command when needed 3. MINIMUM REQUIREMENTS Must be U.S. Citizen subject to Department of State Secret level security clearance Knowledge of International Standards for Organization (ISO) 9000:2000 processes for total quality management and quality assurance. Knowledge of U.S. FAA Regulations, including FAR Parts 1,61,67,91, 133, 135,137,141,143, and NTSB 830. Experience as a test pilot and test flight evaluator Ability to analyze schematics, interpret technical drawings and technical manuals. Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials. Certification as a FAA Commercial Pilot with Rotorcraft, Helicopter with Instrument rating is desirable Possess a current FAA second class medical Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations. Skill in written and oral communications. Skill in establishing effective interpersonal relationships. 4. COMPLEXITY Incumbent applies a wide range or quality assurance principles and techniques to plan and oversee assigned government quality assurance activities. Work requires the incumbent to be highly versatile and innovative in decision making, problem identification and solving, and demonstrate leadership from varied functional disciplines when dealing with contractor and contracting office personnel. Incumbent has the responsibility of ensuring adequate Quality Assurance coverage and determining its effectiveness on contractor manufacturing operations. Decisions regarding what needs to be accomplished involve review and analysis of contracts, risk assessment, contractor processes and changing technical requirements. A wide-geographic dispersion and difficulty in determining the scope of specific situations often complicate these duties. When resolving problems, the work requires the projection of conditions and consequences not readily apparent or sufficiently quantifiable. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the manufacturing facility and field locations. May require some physical exertion and dexterity. 6. WORK ENVIRONMENT The work is primarily conducted in a manufacturing facility, office or aircraft hangar with travel for meetings, conferences, technical reviews, and field inspections/flight evaluations. The incumbent may be required to perform duties at other program sites. The possibility exists of being exposed to toxic chemicals/materials (either known or unknown) when observing the process and production. 7. EVALUATION CRITERIA Factor 1. (Contract Oversight).
