- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT - The Air Force Flight Test Center, Directorate of Contracting, Edwards Air Force Base, California, intends to solicit with and award a new sole source service contract to NGSC Denro Systems, 7055 Troy Hill Dr STE 400, Elkridge MD 21075 for the following requirement. This sole source acquisition meets the conditions of FAR 13.106-1(b)(1); only one responsible source has been identified as reasonably available to provide the service that will satisfy the agency requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 334418 and the Small Business size standard is $14,000,000. A firm-fixed price contract with a period of performance not expected to exceed 30 days is contemplated for the acquisition to reinstall and test the Unmanned Aerial Systems (UAS) telephone voice communications switch equipment in Edwards AFB Air Traffic Control (ATC) facilities. As NGSC Denro Systems developed the existing UAS voice communications system to satisfy Air Force Flight Standards Administration (AFFSA) requirements to meet redundant communications modes for air traffic controllers with RPA pilots, they possess the necessary knowledge and other equipment to reinstall and test the government's UAS voice communications system. Interested parties capable of providing items meeting the above requirements no later than 26 September 2011 shall submit a capabilities package. Capabilities packages shall include, as a minimum: 1) detailed description of services proposed; 2) size of firm, large or small business; 3) whether or not these services are provided commercially to non-government agencies; and 4) the capability to support the requirements as identified above. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe that can meet all of the requirements may submit a quote, which shall be considered. If no responses are received by 9:00 a.m. Pacific Time, 26 September 2011, a Sole Source contract will be pursued with NGSC Denro Systems.
