- J&A - Other than Full and Open Competition The US Department of Agriculture (USDA) has attached a J&A regarding award of a sole source delivery order to HP Enterprise Services, LLC, for purchase of a Light Crednetialling Solution Kit in order to comply with HSPD-12 requirements for issuing PIV cards. This award is based on the company's unique ability to satisfy the requirement. The award is a firm fixed order in the amount of $13,013.53. In accordance with FAR 6.305, the Justification for Other than Full and Open Competition is included.
