- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-53, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20110819, and Air Force Acquisition Circular (AFAC) 2011-0714. In accordance with FAR 6.302-1, the Government intends to award a brand name only contract for services to provide this requirement. "Or equal" items will not be accepted or considered. The North American Industry Classification System (NAICS) is 561621. Small Business Size Standard is $12.5 million dollars. Only one contract will be awarded. It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. This combined synopsis/solicitation will be posted on www.fbo.gov under FA4855-11-Q-0155. The Offeror must be an authorized dealer/installer of Stanley Best Locks and must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. The Offeror is to provide the below equipment manufactured by Stanley Secruity Solutions. Like or equal items will not be considered. LINE ITEMS: 0001 - Furnish all labor, supplies, and equipment to install Stanley Security Solutions dba Best Access Systems B.A.S.I.S. V Standalone Electronic Lock System on Dormitory Buildings 550, 555, 1155, 1156, 1159, 1161, 1245, and 1254 in accordance with attached Performance Work Statement and Specification Guideline. ******Notice to all Offerors: This is a Pre-planning Unfunded Requirement. Funds are not currently available for this requirement. No award will be made for this requirement until funds are available. Quotes must be valid through 30 Sep 2011. The Government reserves the right to cancel the requirement before or after closing. Shipping shall be F.O.B. Paragraph (c); entitled "Period of Acceptance for Offers", the offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
