Description

The Department of Veterans Affairs, VA Midwest Health Care System (VISN 23) Network Contract Activity (NCA) on behalf of the Sioux Falls, SD VA Health Care System hereby announces potential issuance of a Request for Proposals (RFP) to award a firm fixed-price contract for project 438-11-116, titled "Paint Exterior of VA Water Tower." The Government plans to issue any subsequent solicitation for these requirements as a 100% Service Disabled Veteran Owned Small Business set-aside. Interested parties shall note that this requirement was previously solicited using the invitation for bid format. The prior solicitation was canceled. No award was made. This pre-solicitation announces the Government's intention to issue a new solicitation, to be conducted in accordance with FAR Part 15 (Contracting by Negotiation) and Part 36 (Construction and Architect-Engineer Contracts). The applicable NAICS Code is 238320, Engineering Structure Painting, with size standard $14.0 million. The Magnitude of Construction is between $250,000 and $500,000.00. The period of performance is estimated as 365 days after issuance of the Notice to Proceed. This contemplated as a Design/Build (DB) project to complete the Paint Water Tower Project at the Sioux Falls VA Health Care System campus, with work to be completed in accordance with the statement of work, project drawings and/or specifications. Any DB contractor selected would provide project design, planning, coordination, cleaning, sandblasting, repair and finishing (painting) of the exterior surfaces of a 100,000 gallon (nominal) water tower. Contractors shall note that the existing coating system is lead-based paint and/or primer requiring appropriate removal and abatement. The interior of this tank was recently rehabilitated under separate contract. The solicitation documents including specifications will be issued on or about September 29, 2011, with proposals due no less than 30 days following issuance of the request for proposal (currently estimated as October 31, 2011). A Site visit is tentatively scheduled for the week of October 10. Specific information for the Site visit will be announced upon Solicitation issuance. This notice is for informational purposes only and is not itself a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. No list of interested parties will be maintained outside of the Fed Biz Opps website. Specifications and Drawings for submitting a bid will be available at (http://www.fedbizopps.gov/). All respondents must be registered in the CCR database (http://www.ccr.gov) and complete Online Representations and Certifications (ORCA) at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/). Bidders must be registered in VetBiz at (http://www.vetbiz.gov/). Amendments to the solicitation will be posted at (http://www.fedbizopps.gov/). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List.
