- SPAWAR LANT Charleston intends to award a sole-source contract to SmartSat,Inc. of Largo, FL, to acquire an Integrated Waveform (IW)-Common InteractiveBroadcast (CIB) Terminal Test Set to include transit case, global positioningsystem rack-mounted personal computer, integration and training. The SMARTSATCIB Terminal Test Station (TTS) provides combined multi-user, multi-channel UHFsatellite channel simulation capability with JITC approved IW CIBfunctionality. It provides for a minimum of six simultaneous UHF uplink usersand eight UHF downlink users. Uplink users are able to transmit from testradios directly with signal powers of up to 100 W. Each uplink signal has thecapability of independent signal level adjustment as part of the simulation.Four independent channels of UHF satellite simulation are provided withselectable 5 kHz and 25 kHz hard limited, filtered channels capable ofsimulating Doppler, propagation delay, and other relevant UHF satellitecharacteristics. A GPS synchronized time and frequency system is included inthe TTS to provide external frequency reference. The TTS integrates JITCcertified Integrated Waveform Channel Controller (SAC III) and Planning ToolSAC component (PTSC) software to provide Integrated Waveform (IW) CIBfunctionality which is certified for compatibility with MIL-STD-188-181C,-182B, -183C and -185A. The TTS equipment is integrated into a standardequipment rack with all required RF and data/control interconnect cables. The SmartSat IW-CIB Test Set is currently the only IW test set used by theDefense Information Systems Agency (DISA) and JITC to test and certify UltraHigh Frequency (UHF) Satellite Communication (SATCOM) terminal compliance withIW and CIB MIL-STDs. Therefore, NO SOLICITATION WILL BE MADE AVAILABLE AS ARESULT OF THIS NOTICE. A Firm Fixed Price contract is anticipated. The applicable North AmericanIndustry Classification System (NAICS) Code is 334515 and the size standard is500 employees. This notice of intent is NOT a request for competitiveproposals or quotes. Responses or comments related to this announcement aredue no later than 21 SEPTEMBER 2011, 4:00 pm (EST). Comments from interestedparties shall be submitted in writing to the contract specialist, Angie Carter,Code 2.2.1.1AC, SPAWAR LANT Charleston, email address:angela.e.carter@navy.mil. A determination by the Government not to competethis proposed contract based upon responses to this notice is solely within thediscretion of the Government.
